No agenda

We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.

Based here vs. serves here

A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.

Where this comes from

Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.

THE GUIDE

This guide helps solo contractors, small business owners, and real estate investors in Shasta County, California understand their financing options. We focus on local credit unions, CDFIs, and SBA-connected lenders that actually serve Redding and the surrounding communities — not just national programs. Whether you use an ITIN or a Social Security number, there are real options here for you. Take your time, compare offers, and never feel pressured to sign anything quickly.

What Is Small Business Financing?

Small business financing is any loan, line of credit, or funding arrangement that helps you start, run, or grow a business — or purchase income-producing real estate. In Shasta County, this most often looks like:

  1. 01**Term loans**

You borrow a set amount and repay it in monthly installments over a fixed period. Good for equipment, vehicles, or buying into a property.

  2. 02**Lines of credit**

A flexible pool of money you can draw from and repay as needed. Useful for managing cash flow between jobs or contracts.

  3. 03**SBA-backed loans**

The U.S. Small Business Administration guarantees a portion of the loan, which encourages local lenders to approve borrowers they might otherwise pass on. The lender — not the SBA — is your direct contact.

  4. 04**Microloans**

Smaller loans (typically under $50,000) designed for very early-stage businesses or sole proprietors. Often available through CDFIs and nonprofit lenders.

  5. 05**ITIN loans**

Some lenders accept an Individual Taxpayer Identification Number instead of a Social Security number, making financing accessible to immigrants and mixed-status families.

Who Qualifies in Shasta County? Understanding the Local Economy

Forget what the banks say.

Shasta County's economy is anchored by healthcare (Shasta Regional Medical Center, Dignity Health), construction, agriculture, retail, and a growing outdoor recreation and tourism sector. The county seat, Redding, is the commercial hub, but many borrowers come from smaller communities like Anderson, Shasta Lake City, Cottonwood, and Burney.

You may qualify for business financing if you:

  • Have operated a business or sole proprietorship for at least 6–12 months (some microloan programs accept startups)
  • Can show some form of income documentation — tax returns, bank statements, or 1099s
  • Have a business purpose: equipment, working capital, a commercial property, or a rental unit
  • Use either a Social Security Number (SSN) or an Individual Taxpayer Identification Number (ITIN)

Local context matters. Many Shasta County lenders and CDFIs understand that construction contractors have seasonal income, that farm workers may have irregular deposits, and that small landlords often can't show W-2 income. Don't assume you won't qualify — ask.

Documents You Will Typically Need

Get your papers in order.

Gathering your paperwork ahead of time saves a lot of stress. Here is what most lenders in Shasta County will ask for:

For all business loans:

  • Government-issued photo ID (driver's license, passport, or consular ID/matrícula consular)
  • ITIN or SSN
  • Last 2 years of personal tax returns (federal and California state)
  • Last 2 years of business tax returns (if your business files separately)
  • 3–6 months of personal and business bank statements
  • A brief description of how you will use the funds

For SBA or larger loans, also:

  • Business plan or financial projections
  • Business licenses and formation documents (LLC articles, DBA registration)
  • Any existing business debt schedules
  • Collateral documentation (vehicle title, property deed, equipment list)

For ITIN borrowers:

  • ITIN letter from the IRS
  • Additional proof of residency (utility bills, lease agreement)
  • Some lenders may accept a consular ID as a supplemental document

For real estate investors:

  • Lease agreements on existing rental properties
  • Property tax records
  • Insurance declarations page

Keep copies of everything in a folder — physical or digital. You may need to submit the same documents to more than one lender.

WHAT TO AVOID

Don't fall into these traps.

Not every lender has your best interests in mind. Here are the warning signs most common in Shasta County's small business lending market:

Merchant Cash Advances (MCAs)

An MCA is not a loan — it is a purchase of your future sales, often at an effective APR of 60–300%. The daily repayment structure can strangle a small business's cash flow within weeks. MCAs are legal in California, but since 2022 they must disclose their costs. If an MCA salesperson cannot give you an APR equivalent, do not sign.

Urgency and Pressure Tactics

"This offer expires today." "We can only hold this rate until Friday." Legitimate lenders do not pressure you. A real loan approval does not vanish overnight. Take the time you need.

Upfront Fees Before Approval

Legitimate lenders may charge application or appraisal fees, but they are disclosed upfront and reasonable. Be very cautious of any lender who asks for a large fee — especially in cash or wire transfer — before you receive any funds.

Loan Brokers Without Transparency

Some brokers earn commissions by steering you toward expensive products. Ask any broker: "How are you compensated?" and "Are you showing me all options available to me?" You can always go directly to a CDFI or SBA-approved lender without a broker.

Signing Documents You Don't Understand

Never sign a loan agreement you haven't read in full. If you need a Spanish translation of documents, ask. The Shasta College SBDC advisors can sit with you to review terms at no charge. Some documents will have a "confession of judgment" clause — if you see this, consult an advisor before signing.

Unlicensed Lenders

Always verify your lender is licensed with the California DFPI before sharing sensitive financial documents. dfpi.ca.gov

California State-Specific Regulatory Notes

The rules where you are.

California has some of the strongest small business borrower protections in the country. Here is what applies directly to you in Shasta County:

SB 1235 — Commercial Financing Disclosure Law

Since 2022, California requires lenders offering business loans, merchant cash advances, and factoring to disclose the total cost of financing in plain language, including the annual percentage rate (APR) or equivalent. If a lender cannot or will not show you an APR equivalent, walk away.

DFPI Licensing

Lenders offering commercial loans in California must be licensed by the California Department of Financial Protection and Innovation (DFPI). You can look up any lender at dfpi.ca.gov. This is a free, public search.

Usury Law Exceptions

California's usury law caps interest rates, but many lenders (banks, credit unions, and licensed finance lenders) are exempt. This is normal. What matters is that the rate is clearly disclosed and you understand the total repayment amount.

DBA and LLC Registration

In Shasta County, you register a "Doing Business As" (DBA) name with the Shasta County Clerk's Office. If you form an LLC, you file with the California Secretary of State. Both are straightforward and relatively low cost. Having a registered business entity often strengthens your loan application.

California Franchise Tax Board (FTB)

If your business owes back state taxes, many lenders will flag this. It is worth checking your FTB account status before applying.

THE SHORT VERSION

The short version.

  1. 01

Here is a simple roadmap to get started:

  2. 02

    1. Get free advice first. Contact the SBDC at Shasta College before you apply anywhere. Their advisors are free, confidential, and will help you understand what you actually need — and what you can realistically qualify for. This one step saves many borrowers months of wasted time.

  3. 03

    2. Gather your documents. Use the list in Section 3. Even if you think your paperwork is incomplete, bring what you have to your SBDC appointment.

  4. 04

    3. Check your lender. Use dfpi.ca.gov to confirm any lender is licensed in California. Look up SBA-approved lenders at sba.gov for federally backed options.
