No agenda

We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.

Based here vs. serves here

A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.

Where this comes from

Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.

THE GUIDE

This guide helps solo contractors and small business owners in Scott County, Iowa understand their financing options and where to find trustworthy local help. We focus on the local lenders, CDFIs, and community organizations that actually serve this area — not just national programs. Whether you have a Social Security number or an ITIN, there are real pathways to funding available to you. Take your time, compare your options, and never sign anything you do not fully understand.

What Is Small Business Financing?

Small business financing is money you borrow or receive to start, run, or grow a business. It can come in several forms:

  1. 01**Term loans**

You borrow a fixed amount and repay it over a set period with interest. Good for buying equipment, renovating a space, or covering startup costs.

  2. 02**Lines of credit**

A flexible pool of money you can draw from and repay as needed. Good for managing cash flow between jobs or invoices.

  3. 03**Microloans**

Smaller loans, often under $50,000, offered by nonprofits and CDFIs. Ideal for very small businesses or sole proprietors who don't qualify at a traditional bank.

  4. 04**SBA-backed loans**

Loans made by local banks and credit unions that carry a government guarantee, which makes lenders more willing to take a chance on newer or smaller businesses. The SBA sets the rules; your local lender actually hands you the money.

  5. 05**Grants**

Money you don't repay, usually tied to specific purposes like job creation, minority business ownership, or rural development. Harder to find, but worth researching.

Who Qualifies? A Look at Scott County's Economy

Forget what the banks say.

Scott County sits along the Mississippi River in the Quad Cities metro area, which includes Davenport and Bettendorf on the Iowa side. The local economy is driven by manufacturing, healthcare, logistics, construction trades, and a growing service sector. Many of the people who need small business loans here are:

  • Solo contractors and tradespeople — electricians, plumbers, landscapers, painters, and general contractors who operate under their own name or a small LLC.
  • Retail and food service owners — small shops, food trucks, and family restaurants, particularly in Davenport's diverse neighborhoods.
  • Real estate investors — people buying 1–4 unit rental properties or fixing up homes to sell.
  • Immigrant entrepreneurs — including a substantial Latino community in the Davenport area, many of whom use an ITIN rather than a Social Security number.

Basic qualifications most local lenders look for:

  • Time in business (even 6–12 months of self-employment can count)
  • Some form of tax identification — SSN or ITIN both accepted by many local lenders
  • Basic records showing your income and expenses
  • A clear, honest explanation of how you will use the money

You do not need perfect credit. Many CDFIs and credit unions in this area work with borrowers who have limited credit history or past financial difficulties.

Documents You Will Typically Need

Get your papers in order.

Every lender is different, but gathering these documents ahead of time will make the process smoother at almost any institution:

Personal and business identity:

  • Government-issued photo ID (driver's license, passport, or consular ID)
  • ITIN letter or Social Security card
  • Business license or DBA registration (if applicable)
  • LLC or corporation formation documents (if applicable)

Financial records:

  • Last 2 years of personal tax returns (Form 1040) — or 1 year if you are newer
  • Last 2 years of business tax returns (Schedule C, Form 1065, or Form 1120S depending on your structure)
  • Last 3–6 months of business bank statements
  • Last 3–6 months of personal bank statements
  • A simple profit-and-loss statement (many CDFIs will help you create one)

For the loan itself:

  • A brief written explanation of what you need the money for
  • Any quotes, invoices, or contracts related to the purchase (e.g., equipment invoice)
  • If buying real estate: property address, purchase agreement, and recent appraisal

Tip: If you file taxes with an ITIN and do not have traditional bank statements, some local CDFIs will accept alternative documentation. Ask before you assume you don't qualify.

WHAT TO AVOID

Don't fall into these traps.

Not every lender has your best interest in mind. Here are the warning signs that should cause you to slow down or walk away:

Merchant Cash Advances (MCAs)

These are not loans — they are purchases of your future revenue at a steep discount. An MCA may advertise a "factor rate" of 1.3x or 1.5x, which sounds small but translates to APRs of 50%–300% or more. They are marketed aggressively to contractors and small business owners who need fast cash. Avoid them unless you have exhausted every other option and fully understand the cost.

High-Pressure Sales Tactics

Legitimate lenders do not call you repeatedly, threaten that the offer expires today, or push you to sign before you talk to an advisor. If you feel rushed, that is a red flag.

Upfront Fees Before Loan Approval

Reputable lenders do not ask for large upfront payments before they process your loan. Application fees of $25–$100 are normal; fees of $500 or more before you've been approved are not.

Unclear or Missing APR Disclosure

In Iowa, lenders are required to disclose the Annual Percentage Rate (APR). If a lender will not tell you the APR, or quotes you a weekly or monthly rate without translating it to annual, do the math yourself or ask a SCORE mentor to review it.

Equity Stripping on Real Estate

For investors in rental properties, watch out for "hard money" lenders who charge extremely high rates and fees on short-term loans, then push you into refinancing repeatedly. Used once, carefully, a hard money loan can be a tool. Used as a habit, it drains equity fast.

Online-Only Lenders with No Local Presence

Some online lenders are legitimate, but many target borrowers who have been turned down elsewhere and charge accordingly. If you cannot call a local office, meet with someone in person, or verify the lender with the Iowa Division of Banking, proceed with extreme caution.

What to Do Instead:

Before accepting any offer, get a second opinion from the Eastern Iowa SBDC or a SCORE mentor. Both services are free and confidential.

Iowa State-Specific Programs and Regulatory Notes

The rules where you are.

Iowa has several state-level programs that can work alongside a local loan. Here is what Scott County business owners should know:

Iowa Economic Development Authority (IEDA)

The IEDA runs programs like the Iowa Small Business Relief Program (activated during emergencies) and the Targeted Small Business (TSB) Program, which offers low-interest loans and grants to businesses owned by women, minorities, or people with disabilities. Registration as a TSB can also open doors to state contracting opportunities.

Iowa Finance Authority (IFA)

Primarily focused on housing, the IFA offers programs relevant to real estate investors, including down payment assistance and community development financing. If you are buying rental property in Scott County, IFA programs may apply.

Scott County / City of Davenport Programs

The City of Davenport and Scott County periodically offer local economic development incentives, façade improvement grants, and small business revolving loan funds. Check with the City of Davenport's Community Planning and Economic Development department for current offerings.

Iowa Usury and Lending Laws

Iowa does not cap interest rates on most business loans, which means predatory lenders can legally charge very high rates. This makes it especially important to compare offers and use local, regulated lenders rather than online-only platforms. Iowa does require lenders to be licensed, so always verify that a lender is registered with the Iowa Division of Banking (idob.iowa.gov) before signing anything.

Business Registration in Iowa

Before applying for most loans, your business should be registered with the Iowa Secretary of State. An LLC costs $50 to file online. Some lenders require this; others will work with a sole proprietor using a DBA (Doing Business As) registration at the county level.

THE SHORT VERSION

The short version.

  1. 01

If you run a small business or work as a solo contractor in Scott County, Iowa, you have real financing options — and you do not have to go it alone.

  2. 02

Start local. Organizations like IH Mississippi Valley Credit Union, Dupaco Community Credit Union, and Midwest Small Business Finance are built for borrowers like you. If your credit is limited or you file taxes with an ITIN, a CDFI or credit union is almost always a better first call than a large bank or an online lender.

  3. 03

Get free help first. The Eastern Iowa SBDC and SCORE Quad Cities offer free advising that can help you organize your documents, strengthen your loan application, and understand exactly what you are signing. There is no reason to pay a loan broker when these services exist.

  4. 04

Know the state landscape. Iowa's Targeted Small Business Program and the City of Davenport's economic development resources may offer grants or low-interest loans that do not require repayment in the same way a bank loan does. Ask about them.
