No institution is headquartered inside the Douglas County line.
That is not a gap in this page, and it is not unusual: 26 of South Dakota's 66 counties hold a door in this lane, and Douglas County is not one of them. What does serve it is below, by name and by town.
The doors in Douglas County.
The CDFIs, credit unions, and microlenders that actually say yes — county by county, in two languages. We are not a lender. Nobody paid to be listed. And where a county has no good doors, we say so.

How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Mar 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Douglas County is rural, which means big banks move slow and ask too many questions. You have better options: local credit unions, state-backed farm and small-business programs, and CDFIs that understand contractor cash flow. This guide points you straight at the people who actually say yes.
It's a relationship, not a number.
Banks treat you like a file. Local lenders and credit unions treat you like a neighbor. In Douglas County, that difference is everything. A CDFI loan officer knows what solo contracting looks like.
They know real-estate investors don't have W-2s.
They don't expect you to be perfect on paper—they expect you to be honest about where you are and where you're going. The goal isn't to trick a computer; it's to have a conversation with a person who can say yes when the big banks say no.

Forget what the banks say.
You've heard 'we can't work with you without two years of tax returns' or 'you need a 680 credit score minimum' or 'ITIN applicants aren't eligible.' Those aren't laws. They're bank policies. Credit unions, CDFIs, and state-backed lenders don't follow those same rules.
The SBA backs loans for people with spotty credit.
State of South Dakota programs exist to help contractors and farmers you can't get conventional financing. Community development financial institutions specifically lend to people banks reject. The moment you hear 'no' from a big bank, that's when you start talking to the right people.

Four things. Get them in order.
- 01Know what you're borrowing for
Buying land? Equipment? Working capital to bridge between jobs? Different lenders care about different uses.
- 02Get your last two years of tax returns and profit-and-loss statements ready.
Even if lenders don't require them, having them ready speeds everything up.
- 03Know your credit score and be ready to explain any damage.
You're not hiding it; you're explaining it.
- 04Find out if you have collateral
Real estate, equipment, a paid-off truck—lenders in Douglas County care less about FICO and more about what you can put up if things go sideways.

Four doors worth knowing.
Start here. These are your actual neighbors in the lending world.

Don't fall into these traps.
Financing is simple until someone makes it complicated. Watch for these three.
A loan broker quotes you a rate, you accept, and at closing there's a 3–5% 'origination fee' that wasn't mentioned; always ask upfront what fees are embedded in the total cost.
You sign a personal guarantee for a small business line of credit and later learn it applies to multiple renewals or cross-defaults to other accounts; read the fine print and ask exactly what you're personally liable for.
A 'working capital advance' or 'merchant cash advance' that charges 45–100% APR disguised as something other than a loan; if the term is under two years and the rate feels steep, walk away.
Everything below is set by South Dakota, and it reads the same in every county in it. Who opens the door is not: 2 of the 3 above will take an ITIN instead of a social security number.
The rules where you are.
None of this is set by a lender. South Dakota sets it, and it applies the same in every county in the state — which is why it is worth knowing before you knock on any of the doors above.
- BUSINESS TAXNone
What South Dakota charges on top of federal. It is the first thing a lender reconciles when your numbers do not match your tax return.
- CORPORATE INCOME TAXNone
It depends on how the business is registered. A sole proprietor almost never pays it — worth knowing which side of that line you are on before you apply.
- SALES TAX4.2% state · 1.91% avg local
What you collect on a job, and what your materials cost. It is the gap between a bid that holds and one that does not.
- WHERE THE MONEY IS HEREAgriculture & Livestock · Banking & Finance · Tourism & Rushmore
South Dakota's three biggest sectors. A local lender reads your file against them — a trade that serves these is a trade they already understand.
