Jackson County is the older, more reachable side of the Kansas City metro — shirtwaist houses and brick bungalows on the old blocks, two-flats along the corridors, postwar ranches in Independence and Raytown, newer subdivisions toward Lee's Summit. That mix makes it one of the more realistic places in the region to buy a first home or a first rental. This guide explains how home financing works here, who qualifies, what to bring, which lenders are actually based in the county, the Missouri rules that matter, and the deals to walk away from.
It's a process, not a rejection.
Home financing is not one product. It is a handful of them, and the right one depends on what you are buying and how you earn.
- A conventional mortgage — the standard loan, best for buyers with steady documented income and decent credit.
- An FHA-insured mortgage — federally insured, more forgiving of thinner credit and smaller down payments. Requires a Social Security number and lawful residency.
- A VA loan — for veterans and service members, often with no down payment.
- A portfolio or ITIN mortgage — a loan a bank, credit union or community lender keeps on its own books instead of selling. This is where most ITIN borrowers find a yes, usually with a larger down payment and a higher rate.
- Down payment assistance — help from a state or local program, often structured as a second loan that is deferred or forgiven over time. Never free money with no strings; always worth asking about.
- Repair and rehab loans — for a roof, a furnace, a sewer line or a foundation on a house you own or are buying.
Jackson County's housing stock shapes every one of those choices. Much of Kansas City was built before the Second World War: shirtwaist houses and brick bungalows on the older blocks, two-flats and four-plexes along the old streetcar corridors, postwar ranches through Independence, Raytown and Grandview, and newer subdivisions toward Lee's Summit and Blue Springs.
Older houses are cheaper to buy and more expensive to keep.
A real inspection — a camera down the sewer line, a hard look at the foundation, the electrical panel and the roof — is part of the financing decision, not an afterthought.
The county is also full of small landlords: tradespeople who bought a duplex, families who rent the other half of a two-flat, owners holding a few houses on the east side. If that is your plan, know that a building with two to four units can usually be financed as an owner-occupied home if you live in one of the units, which is almost always a better loan than an investor product.

Forget what the banks say.
Mortgage underwriters want stable income, a record of paying on time, money for the down payment and closing costs, and a debt load that leaves room for the house. How you show that depends on how you earn.
- 01**The hourly or salaried worker
** Warehouse, rail, hospital, school district, government — two years of steady pay stubs and W-2s is the easiest file there is.
- 02**The 1099 tradesperson or owner-operator
** Lenders average your last two years of net income from your tax returns — after write-offs. Every deduction that saved you taxes also shrinks the income a lender can count. If you plan to buy, talk with your tax preparer about that trade-off a year ahead.
- 03**The restaurant or hospitality worker
** Tips count when they are reported. Cash tips that never reached a tax return do not exist to an underwriter.
- 04**The ITIN filer
** FHA and most conventional programs are closed to you, but portfolio lenders and community lenders can say yes. Expect to need a larger down payment, two years of tax returns filed with your ITIN, and a long, clean record of rent and bills.
- 05**The mixed-status household
** One partner with a Social Security number and one with an ITIN is common here. Who goes on the loan, and who goes on the title, changes which programs you can use. Ask a housing counselor before you decide.
- 06**The would-be landlord
** Buying a second property means reserves, a larger down payment than an owner-occupant, and often proof you can manage tenants. Start with an owner-occupied two-to-four unit if you can.

Start with free advice, then go to the institutions whose mission is lending where mainstream lenders do not. HUD-approved housing counseling first. A HUD-approved housing counseling agency will review your credit, your budget and your options at no cost, and most down payment programs require their homebuyer class anyway.

Don't fall into these traps.
You pay the seller directly, often with a large payment up front, and the deed stays in their name until the last payment. Miss one, and many of these contracts let the seller keep everything you paid and start over with the next family. On older houses you are often responsible for repairs on a house you do not yet own. If someone offers one, have a real estate attorney or housing counselor read it first.
If you own a house with equity — especially an inherited one on the east side — expect calls, postcards and door-knocks offering fast cash. Some are honest. Many pay a fraction of what the house is worth. Get an appraisal and a second opinion before you sign anything.
Scammers record fake deeds on vacant or inherited houses, and advertise homes they do not own as rentals. Never wire a deposit for a house you have not walked through with a verified owner, and check the recorded owner with the county yourself.
Real assistance comes through housing agencies and their partner lenders, never through someone charging you to apply.
If you fall behind, call your servicer and a HUD-approved counselor — both free. Anyone charging up front to “save your house” is the trap.

The rules where you are.
Missouri closings are usually handled by title companies, and deeds are recorded with the county recorder of deeds. Buy an owner's title insurance policy. On older Kansas City houses, title surprises — old liens, mortgages never formally released, heirs who never signed off — are more common than buyers expect.
Property taxes are assessed by the county, and Jackson County's assessments have been fought over loudly in recent years. Do not budget from the seller's old tax bill. Ask the lender to estimate taxes on the price you are actually paying, and know that you can appeal an assessment you believe is wrong through the county's board of equalization.
Missouri does not require a standard seller disclosure form in every sale, so ask your questions in writing — water in the basement, the sewer line, foundation repairs, lead paint in a pre-war house — and get a professional inspection no matter what you are told.
Kansas City requires rental properties to be registered and to meet its healthy-homes inspection standards. If you are buying a rental, check its registration status and budget for whatever repairs an inspection may demand.
Programs do not cross the state line. If you live on the Kansas side and shop on the Missouri side, or the reverse, a Kansas assistance program will not follow you across State Line Road.
Kansas City's land bank and homesteading programs sell vacant and abandoned properties, sometimes cheaply, usually with rehab requirements and deadlines written into the agreement. For a tradesperson who can do the work, that can be a real door — but a gut rehab is financed differently from a move-in-ready house, so line up the money before you sign.

Jackson County is one of the more reachable places in the Kansas City metro to own a home or a first rental, and it has mission lenders based inside the county line. Then call Central Bank of Kansas City and one of the CDFI-designated credit unions, and ask about portfolio and ITIN mortgages if you need them.

Budget for an older house honestly: taxes on the price you pay, a sewer-line camera, a roof that may be near the end of its life. If you file with an ITIN, expect a larger down payment and a shorter list of lenders, but not a closed door. Skip the contract for deed unless an attorney has read it.
