How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
This guide helps solo contractors, small real-estate investors, and everyday residents of Madison County, Illinois understand their personal financing options. It highlights local credit unions, community development financial institutions (CDFIs), and ITIN-friendly lenders that actually serve the region — not just national programs. Whether you are building credit, buying a home, or covering a short-term gap, the right local partner makes all the difference. Take your time, compare your options, and never sign anything you don't fully understand.
What Is Personal Financing?
Personal financing covers any loan, line of credit, or financial product designed for individuals rather than businesses. In practice, this includes personal loans for home repairs or unexpected expenses, auto loans, secured and unsecured credit lines, and mortgage products for first-time or repeat homebuyers.
These products differ from business financing in one important way: your personal credit history, income, and household debt load drive the lender's decision — not a business plan or company revenue.
For many residents of Madison County, the path to good personal financing runs through a local institution that understands the regional job market and cost of living — not through a national online lender who has never heard of Granite City, Alton, or Edwardsville.

Forget what the banks say.
Madison County sits along the Illinois side of the Mississippi River, directly across from St. Louis, Missouri. Its economy is a blend of manufacturing, healthcare, logistics, retail trade, and a growing professional-services sector anchored by Southern Illinois University Edwardsville (SIUE).
Many residents work in skilled trades, warehousing, or healthcare support roles — steady employment that local lenders recognize and respect. Solo contractors in construction and landscaping are common, as is self-employment in small services.
For personal loan qualification, most local lenders look at:
- Steady income (W-2, 1099, or self-employment records of 12–24 months)
- Debt-to-income ratio, ideally below 43%
- Credit score — though some ITIN and CDFI lenders work with thin or damaged credit histories
- Residency in Illinois (some programs are county-specific)
If you lack a Social Security Number but have an Individual Taxpayer Identification Number (ITIN), you are not without options. Several local lenders in and near Madison County accept ITIN borrowers — see the Local Lenders section below.

Get your papers in order.
Gathering paperwork before you walk into a lender saves time and builds confidence. For most personal financing applications in Madison County, expect to provide:
Identification
- Government-issued photo ID (driver's license, passport, or consular ID card)
- ITIN letter or Social Security card
Income Verification
- Last two years of federal tax returns (Form 1040)
- Two most recent pay stubs (if you receive them)
- 1099 forms or profit-and-loss statement (for self-employed or contractors)
- Three to six months of bank statements
Residency
- Utility bill, lease, or mortgage statement showing your Madison County address
Assets and Debts
- Recent statements for any savings, checking, or retirement accounts
- Current loan balances (auto, student, existing personal loans)
For ITIN borrowers, also bring:
- ITIN assignment letter from the IRS
- Two years of filed tax returns using your ITIN
- Proof of consistent banking history, even if the account is newer
Keep originals and bring copies. You should never have to surrender original documents to a lender.

Don't fall into these traps.
Madison County, like most working-class and mixed-income communities in Illinois, has its share of lenders who profit from urgency and confusion. Here is what to watch for:
Payday Loans and Payday Loan Rollovers
Even with Illinois's 36% APR cap, short-term payday-style lenders can still be expensive. If a lender advertises a two-week loan with a flat 'fee' instead of an APR, ask them to calculate the APR. A $15 fee on a $100 two-week loan is nearly 400% APR. Under Illinois law this should now be prohibited, but some lenders test boundaries. If the numbers don't make sense, leave.
Rent-to-Own Stores
Rent-to-own stores for furniture, electronics, or appliances are common in the Metro East corridor. The effective interest rates on these arrangements often exceed 100% when the total cost is compared to retail price. Buy secondhand or save up instead.
Unsolicited Refinance Offers
If you own a home in Madison County and receive an unsolicited mail offer to refinance, be cautious. Some refinance schemes strip home equity through excessive fees. Check the lender's Illinois license before you respond.
Title Loans
Auto title loans that use your vehicle as collateral can carry extremely high rates and put your transportation at risk. Illinois has taken steps to restrict these, but they still exist. A personal loan from Scott Credit Union or another local institution is almost always a better alternative.
Pressure to Sign Quickly
A legitimate lender never creates artificial urgency. Phrases like 'This rate expires today' or 'You have to decide right now' are warning signs. Take 24–48 hours to review any loan documents. A trustworthy lender will still be there tomorrow.
Upfront Fees Before Loan Approval
No legitimate personal lender in Illinois charges you money before approving and funding your loan. If someone asks for an upfront 'processing fee' or 'insurance payment' to unlock your loan, it is a scam. Report it to the Illinois Attorney General's Consumer Fraud Hotline: 1-800-386-5438.
Everything below is set by Illinois, and it reads the same in every county in it. The 6 marks above are this county's own doors — who opens one is decided by them, not by the state.
The rules where you are.
Illinois has some of the stronger consumer financial protection laws in the Midwest. Here is what matters most for Madison County residents:
Illinois Interest Rate Cap
As of 2021, Illinois law caps interest rates on most consumer loans at 36% APR (Annual Percentage Rate). This cap covers personal loans, installment loans, and certain other products. If a lender offers you a product above 36% APR, it is either illegal under Illinois law or it falls into a category (like certain agricultural or business loans) that does not apply to personal borrowing. Walk away.
Illinois Consumer Installment Loan Act (CILA)
This state law regulates installment lenders. Under CILA, lenders must clearly disclose all fees and the total cost of the loan. You have the right to a written copy of your loan agreement before you sign.
Illinois Residential Mortgage License Act
Any mortgage lender or broker doing business in Illinois must be licensed with the Illinois Department of Financial and Professional Regulation (IDFPR). You can verify a lender's license at idfpr.illinois.gov — and you should, before you proceed.
Right to Rescission
For home equity loans and certain mortgage refinances, federal law gives you three business days to cancel after signing. Illinois honors this right. Do not let any lender pressure you to waive it.
Free Credit Reports
All Illinois residents are entitled to one free credit report per year from each of the three major bureaus at AnnualCreditReport.com. Pulling your report before applying helps you correct errors and understand what lenders will see.
The short version.
- 01
Here is the bottom line for Madison County residents looking for personal financing:
- 02
1. Start local. Scott Credit Union in Edwardsville, community banks, and ITIN-friendly CDFIs like Accion Opportunity Fund are your best first calls — not online national lenders.
- 03
2. Know your rights. Illinois caps personal loan rates at 36% APR. Any lender quoting you more than that is out of compliance or offering a product that doesn't apply to personal borrowing.
- 04
3. Use the housing resources. The Madison County Housing Authority and IHDA both offer tools to help you get into homeownership with less cash up front — talk to a HUD-approved counselor before you apply for any mortgage.
