How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
This guide helps Boyd County residents — including solo contractors, small investors, and Spanish-speaking community members — understand personal financing options that are grounded in the local economy. It highlights local credit unions, CDFIs, and ITIN-friendly lenders that actually serve the Ashland, Kentucky area. Federal programs are mentioned as background context, not the main story. The goal is to help you make calm, informed decisions without pressure.
What Is Personal Financing?
Personal financing refers to loans, lines of credit, or other funding that individuals use for personal needs — things like home repairs, starting or growing a small business, covering emergency costs, buying a vehicle for work, or consolidating existing debt. Unlike business loans, personal financing is based primarily on your own credit history, income, and ability to repay.
In Boyd County, personal financing can come from many places: local banks, credit unions, community development financial institutions (CDFIs), and mission-driven nonprofits.
The key is knowing which option fits your situation — and which ones to avoid.
This guide focuses on the local intermediaries that are actually here to help people in Ashland and the surrounding communities.

Forget what the banks say.
Boyd County's economy is anchored by healthcare (King's Daughters Medical Center is one of the region's largest employers), manufacturing, retail trade, and skilled trades. Many residents work as independent contractors, tradespeople, or small-business owners — occupations where income can vary month to month.
Qualification for personal financing generally depends on:
- Credit score: Many local credit unions and CDFIs work with scores as low as 580, and some have no minimum score requirement.
- Income verification: Pay stubs, tax returns, or bank statements showing consistent deposits are typically sufficient. Self-employed residents may use 1099s or two years of Schedule C tax filings.
- Residency: Most local lenders prefer borrowers who live or work in the service area — which for Boyd County institutions usually includes Ashland, Catlettsburg, Coalton, and surrounding communities.
- ITIN holders: Some lenders in the region accept an Individual Taxpayer Identification Number (ITIN) in place of a Social Security Number. See the lender section below.
If your credit history is thin or your income is irregular, don't be discouraged. Mission-driven lenders in this region specifically work with borrowers in those situations.

Get your papers in order.
While every lender has its own checklist, you can expect to gather the following before applying:
Identity & Residency
- Government-issued photo ID (driver's license, passport, or consular ID / matrícula consular)
- Proof of address: utility bill, lease agreement, or bank statement showing your Boyd County address
- SSN or ITIN (depending on the lender)
Income & Employment
- Last two pay stubs (W-2 employees)
- Last two years of federal tax returns (self-employed or contractors)
- 1099 forms if applicable
- Three to six months of bank statements
Existing Obligations
- A list of current debts, monthly payments, and balances (the lender will pull a credit report, but having this ready speeds things up)
Purpose of Loan (if applicable)
- If the loan is for home repair, a contractor estimate helps
- If for a vehicle, the title or purchase agreement
Tip: Gather everything before your first appointment. It saves time and shows the lender you are prepared.

Don't fall into these traps.
Boyd County — like much of rural Appalachian Kentucky — has historically been underserved by mainstream banking. That gap is sometimes filled by lenders whose terms can trap borrowers in cycles of debt. Here is what to watch for:
Payday and Title Loans
These products carry effective APRs that can exceed 300–400%. A title loan puts your vehicle at risk of repossession. Even a single missed payment can escalate quickly. Exhaust every credit union and CDFI option first.
Rent-to-Own Stores
These feel like flexible payment plans but often cost two to three times the retail price of the item over the life of the contract. They are not a financing solution.
Loan Flipping
Some lenders encourage you to refinance an existing loan before it is paid off, adding fees each time. Ask: 'Am I paying down principal, or just rolling over fees?'
Upfront Fee Scams
Legitimate lenders do not ask for fees before approving your loan. If someone asks you to wire money or buy gift cards to 'unlock' your loan, that is a scam.
Pressure and Urgency
Reputable lenders give you time to read documents and ask questions. Any lender who says 'this offer expires today' or pushes you to sign immediately is using a pressure tactic. Take your time.
Unusually High APRs on Online Lenders
Some online-only lenders operate in Kentucky with rates well above 36%. Always calculate the total amount you will repay — not just the monthly payment — before agreeing.
No Credit Check' Claims
Every legitimate lender assesses your ability to repay in some way. 'No credit check' is often a signal that the price of the loan is built into very high fees instead.
Everything below is set by Kentucky, and it reads the same in every county in it. The 4 marks above are this county's own doors — who opens one is decided by them, not by the state.
The rules where you are.
Kentucky has its own rules that protect borrowers and shape what lenders can offer. Here are the most relevant points for Boyd County residents:
Interest Rate Caps
Kentucky law caps interest rates on consumer loans under $3,000 at 36% APR. For loans above that threshold, the cap is set differently — but the 36% figure is a meaningful benchmark when evaluating any offer.
Payday Lending Regulations
Kentucky permits payday loans but limits them to $500 per loan with a maximum fee of $15 per $100 borrowed. Borrowers can have no more than two outstanding payday loans at one time. These are still very expensive products — see the 'What to Avoid' section below.
Credit Reporting Rights
You have the right to one free credit report per year from each of the three major bureaus (Equifax, Experian, TransUnion) at annualcreditreport.com. Kentucky residents can also place a free security freeze on their credit file at any time.
Kentucky Attorney General — Consumer Protection
If you believe a lender has treated you unfairly or violated Kentucky law, you can file a complaint with the Kentucky Attorney General's Office of Consumer Protection. ag.ky.gov
Truth in Lending Act (TILA)
Federal law requires all lenders to clearly disclose the APR, total finance charge, and total payment amount before you sign. If a lender won't show you these numbers in writing, walk away.
The short version.
- 01
If you live or work in Boyd County and need personal financing, you have real options beyond high-cost lenders. Start with local credit unions like Appalachian Community Federal Credit Union and mission-driven CDFIs like Kentucky Highlands Investment Corporation — they are designed to serve people in this region, including those with thin credit or irregular income. If you are self-employed or a solo contractor, bring your tax returns and bank statements; income documentation matters more than a pay stub.
- 02
If your financing need is connected to your home, check Kentucky Housing Corporation's programs. If you are unsure where to start, the SBDC at the Ashland Alliance offers free one-on-one counseling — no obligation, no pressure.
- 03
Always compare APRs (not just monthly payments), take your time reading any agreement, and know that Kentucky law gives you consumer protections you can enforce. Payday and title loans should be a last resort. There are better options here — and this guide is a starting point for finding them.
