Some storefront and online lenders in the Rapid City area offer "personal loans" with APRs of 100–300% or higher. These are not personal loans in the traditional sense — they are high-cost products that are legal in South Dakota due to the lack of a general usury cap. Always ask for the APR before signing anything.
