No agenda

We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.

Based here vs. serves here

A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.

Where this comes from

Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.

THE GUIDE

This guide helps solo contractors, small business owners, and real estate investors in Des Moines County, Iowa understand their financing options. It focuses on local lenders, community development organizations, and credit unions that actually serve this area — not just national programs. Whether you have a traditional credit history or rely on an ITIN, there are local resources here for you. Take your time, compare your options, and never feel rushed into a decision.

What Is Small Business Financing?

Small business financing is money you borrow — or access through grants or programs — to start, run, or grow a business. It can take many forms: a term loan with fixed monthly payments, a line of credit you draw on as needed, a microloan for smaller amounts, equipment financing tied to a specific purchase, or a real estate loan if you're buying commercial or investment property.

Not all financing is the same.

Some products are designed for businesses with at least two years of operating history.

Others, like microloans and CDFI loans, are specifically built for newer or smaller businesses that haven't yet built a strong credit file. Understanding which type fits your situation is the first step — and local organizations in Des Moines County can help you figure that out at no cost.

Who Qualifies? How Des Moines County's Economy Shapes Eligibility

Forget what the banks say.

Des Moines County is anchored by the city of Burlington and has a working economy built around manufacturing, agriculture, healthcare, retail, and small service businesses. Many residents work in trades, own small shops, or operate side businesses alongside full-time employment.

Most local lenders and CDFIs look at a few core factors:

  • Time in business: Even 6–12 months of documented activity can open doors with the right lender.
  • Revenue and cash flow: Lenders want to see that money is coming in, even if it's modest. Bank statements — personal or business — tell this story.
  • Credit history: A score of 600+ helps with conventional lenders, but CDFIs and ITIN-friendly lenders often use alternative underwriting that weighs your character, community ties, and cash flow more heavily.
  • ITIN filers: If you file taxes using an Individual Taxpayer Identification Number (ITIN) instead of a Social Security Number, you are not excluded. Several lenders in and near Des Moines County work specifically with ITIN borrowers.
  • Sole proprietors and contractors: You do not need to be incorporated to apply for most small business loans. A Schedule C filed with your taxes is often sufficient proof of business activity.

If you're in agriculture-adjacent services, manufacturing supply, or building trades — sectors active in Burlington and the surrounding county — local lenders are familiar with your business model and more likely to understand your cash flow patterns.

Documents You Will Typically Need

Get your papers in order.

Gathering your documents before you meet with a lender saves time and shows you're prepared. Requirements vary by lender, but most will ask for some combination of the following:

Personal & Identity Documents

  • Government-issued photo ID (passport, driver's license, or consular ID)
  • ITIN or Social Security Number
  • Proof of address (utility bill, lease agreement)

Tax & Financial Records

  • Last 2 years of personal tax returns (federal)
  • Last 2 years of business tax returns, if filed separately
  • Schedule C if you're a sole proprietor
  • 3–6 months of personal and/or business bank statements

Business Documents

  • Business license or DBA registration (if applicable)
  • Articles of Incorporation or LLC Operating Agreement (if incorporated)
  • A simple business plan or written description of what you do and how you earn money
  • Any existing contracts, leases, or purchase agreements relevant to the loan purpose

For Real Estate Loans

  • Property address and purchase agreement or appraisal
  • Rent rolls if the property is already generating income

Don't let missing documents stop you from making a first call. Many local organizations will help you identify exactly what you need before a formal application.

WHAT TO AVOID

Don't fall into these traps.

Not every lender has your best interest in mind. Here are patterns to recognize and avoid:

Merchant Cash Advances (MCAs)

MCAs are not loans — they're purchases of your future revenue at a discount. They come with effective annual rates that can exceed 100%. They are largely unregulated and are not a good fit for most small businesses. If someone offers you fast cash based on your daily credit card sales, read every line carefully before signing.

Extremely Short Repayment Terms

A legitimate small business loan typically has a repayment period of 2–10 years. Be cautious of any product that requires full repayment in 90 days or less, especially at high fees.

Upfront Fees Before Approval

Reputable lenders do not charge large upfront fees before approving your loan. Application fees are normal and modest. If someone asks for hundreds of dollars before any approval, walk away.

High-Pressure Tactics

'This offer expires in 24 hours' is a red flag, not a real deadline. Take your time. Compare at least two or three options. A good lender will not rush you.

Loan Stacking

Taking out multiple high-cost loans simultaneously can trap you in a cycle of debt. Work with one lender at a time, and make sure you fully understand your monthly obligations before adding more debt.

Unlicensed Online Lenders

Some online platforms are not licensed in Iowa and offer products that do not comply with state lending laws. Always verify the lender's Iowa license at idob.state.ia.us.

Signing Documents You Don't Understand

Never sign a loan agreement you haven't read completely. Ask for a plain-language summary. SCORE mentors and CDFI loan officers can help you review documents before you commit.

Iowa Interest Rate Cap (Consumer Loans)

Iowa has consumer lending rate caps under the Iowa Consumer Credit Code (Iowa Code Chapter 537). For most small business loans, these caps may not apply directly, but ITIN and personal guarantee loans can sometimes blur the line. If a lender quotes you a rate that feels extremely high, ask whether the loan is regulated under Iowa's consumer credit laws.

Iowa Licensed Lender Verification

All lenders operating in Iowa — including online lenders — should be licensed through the Iowa Division of Banking. You can verify a lender's license at: idob.state.ia.us. Do this before signing anything with an unfamiliar lender.

Iowa LLC and Business Registration

If you want to formally register your business, the Iowa Secretary of State handles LLC and corporation registration at sos.iowa.gov. Filing fees are modest. Operating as a registered LLC can sometimes make you more attractive to lenders and offers personal liability protection.

Iowa New Jobs Tax Credit and Small Business Programs

The Iowa Economic Development Authority (IEDA) runs programs including the Iowa Small Business Relief programs (activated during emergencies) and the Iowa New Jobs Tax Credit, which supports expanding businesses. These are state-level tools worth exploring if you plan to hire.

Southeast Iowa Regional Planning Commission

This regional agency covers Des Moines County and can connect local businesses with planning resources, grant information, and economic development contacts. They are a good first call if you're unsure where to start.
