That is not a gap in this page, and it is not unusual: 26 of South Dakota's 66 counties hold a door in this lane, and Buffalo County is not one of them. What does serve it is below, by name and by town.
The doors in Buffalo County.
The CDFIs, credit unions, and microlenders that actually say yes — county by county, in two languages. We are not a lender. Nobody paid to be listed. And where a county has no good doors, we say so.

How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Mar 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Buffalo County is rural, which means big banks often say no—but that doesn't mean money isn't available. This guide points you to the local intermediaries and state programs that actually work for contractors and small real-estate operators in your county. You'll need patience and clear numbers, but the doors that open are the ones that stay open.
It's a relationship, not a transaction.
In Buffalo County, the lender who knows your name and your land is worth ten 800-number loan officers. Banks treat applications like paperwork to process. Real lenders—credit unions, CDFIs, community banks—treat them like decisions about people they might do business with for years. That difference matters when your county has fewer than 2,000 people.
You're not a file number here; you're a neighbor.
Build that into how you approach every conversation. Bring your last two years of tax returns, a clear picture of what you're buying or building, and honesty about cash flow. That's your entry ticket.

Forget what the big banks say.
Large national banks rejected you because your property is too rural, your income is seasonal, or your down payment is smaller than their computer allows. That's not a reflection of your creditworthiness—it's a reflection of their algorithms. Community banks, credit unions, and CDFIs in South Dakota are built to say yes to people and projects that the big chains flag as too risky.
The SBA district office in Sioux Falls exists partly to make sure rural borrowers get a fair hearing.
What the big bank called 'insufficient collateral,' a local credit union might call 'a person with skin in the game.' Don't take their no as final.

Four things. Get them in order.
- 01Clean up your personal credit if it's weak
But don't obsess over it. A 650 FICO score with a clear explanation beats silence.
- 02Gather two years of tax returns and three months of bank statements.
If you're self-employed, a bookkeeper-prepared P&L is worth its weight.
- 03Know exactly what you're financing and why
'I want to expand' is not a plan; 'I want to buy a second property to rent for $X/month' is.
- 04Talk to the SBA district office before you apply anywhere.
They're free, they know the local lenders, and they can pre-screen your fit for different programs. That conversation costs you nothing but saves you rejection letters.

Four doors worth knowing.

BEST FORA personal loan, or building a credit file from nothing — with no social security number.
Don't fall into these traps.
Watch for these three ways to waste time or money: First, don't assume that a 'business loan' is better than a personal loan if you're a sole proprietor—sometimes a personal loan at a better rate makes sense, and the lender has to disclose the APR clearly either way. Second, avoid anything labeled 'fast funding' or 'cash in 24 hours' in Buffalo County; real lenders take two to three weeks because they're actually reading your file, not because they're slow. Third, don't let a broker or loan officer collect upfront fees before you have an actual offer in writing—legitimate lenders charge fees after closing or as part of the note, never before.
No real lender in Buffalo County closes a loan in 24 hours; if someone promises that, they're either a payday lender or a broker taking a cut.
Never pay application, appraisal, or origination fees before you have a written loan commitment in hand and know the final APR.
Some lenders underwrite as if you earn zero in your off-season; find one that averages your income over 24 months instead, or you'll be turned down unfairly.
Everything below is set by South Dakota, and it reads the same in every county in it. Who opens the door is not: 2 of the 3 above will take an ITIN instead of a social security number.
The rules where you are.
None of this is set by a lender. South Dakota sets it, and it applies the same in every county in the state — which is why it is worth knowing before you knock on any of the doors above.
- BUSINESS TAXNone
What South Dakota charges on top of federal. It is the first thing a lender reconciles when your numbers do not match your tax return.
- CORPORATE INCOME TAXNone
It depends on how the business is registered. A sole proprietor almost never pays it — worth knowing which side of that line you are on before you apply.
- SALES TAX4.2% state · 1.91% avg local
What you collect on a job, and what your materials cost. It is the gap between a bid that holds and one that does not.
- WHERE THE MONEY IS HEREAgriculture & Livestock · Banking & Finance · Tourism & Rushmore
South Dakota's three biggest sectors. A local lender reads your file against them — a trade that serves these is a trade they already understand.
