That is not a gap in this page, and it is not unusual: 26 of South Dakota's 66 counties hold a door in this lane, and Buffalo County is not one of them. What does serve it is below, by name and by town.
The doors in Buffalo County.
The CDFIs, credit unions, and microlenders that actually say yes — county by county, in two languages. We are not a lender. Nobody paid to be listed. And where a county has no good doors, we say so.

How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Mar 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Buffalo County has fewer big banks than most places, which means you need to know where to look. Credit unions, state programs, and USDA rural lending often work better here than national lenders. This guide points you straight to the people and programs that actually say yes to local buyers and investors.
It's a relationship, not a transaction.
In Buffalo County, your mortgage isn't just paperwork—it's a conversation with someone who knows the land, the water table, and whether that corner lot will hold a building. National lenders treat you as a file number.
Local credit unions and farm-focused lenders treat you as a neighbor.
That difference matters when the appraisal comes in soft or you need a small exception. Start with people who live here, not algorithms in Des Moines or Minneapolis.

Forget what the banks say.
Big banks in Buffalo County tell you that you need a 20 percent down payment and a 740 credit score. That's not true for USDA loans (3% down, no mortgage insurance required), SDVOSB loans (zero down for veterans), or community lender programs that value your work history and local ties over a credit file.
They also won't tell you about state-backed rural programs that can reduce your closing costs by 2–3 percent.
Don't take 'no' from someone who hasn't looked at the local options.

Three things. Get them in order.
- 01Find out if you qualify for a USDA Guaranteed Loan—most of Buffalo County is eligible rural area, and this program is cheaper and faster than FHA.
- 02
Check with your local credit union or farm lender for relationship discounts and flexibility on income verification (critical if you're self-employed or new to an area).
- 03
Talk to the South Dakota Housing Finance Agency about down-payment assistance and closing-cost grants before you apply for a mortgage. The order matters: know your program, know your lender, then lock your rate.

Three doors worth knowing.
The first door is the Buffalo County FSA (Farm Service Agency) office in Fort Pierre—they administer USDA loans and know every farm in the county.

Don't fall into these traps.
Trap one: taking the first loan offer you get. Buffalo County has limited competition, so some lenders set high fees because they know you have few other choices—compare rates and closing costs across at least two lenders, even if you have to drive or call outside the county. Trap two: assuming you don't qualify for USDA or state programs. You probably do, and they save tens of thousands over a conventional loan. Trap three: letting a broker or 'loan processor' collect upfront fees. In South Dakota, legitimate lenders don't charge you before closing. Walk away from anyone who asks.
Assuming you don't qualify for USDA (zero mortgage insurance, 3% down) and going straight to FHA or conventional, costing $10,000+ more over time.
Buffalo County has few lenders, so taking the first quote without comparing—accepting a half-point-higher rate is $15,000 in extra interest.
Paying a loan processor or broker before closing, a red flag that they may vanish or lock you into a bad rate.
Everything below is set by South Dakota, and it reads the same in every county in it. Who opens the door is not: 2 of the 3 above will take an ITIN instead of a social security number.
The rules where you are.
None of this is set by a lender. South Dakota sets it, and it applies the same in every county in the state — which is why it is worth knowing before you knock on any of the doors above.
- PROPERTY TAX1.17% effective
What South Dakota charges every year on what the house is worth. No lender sets it and it does not go away when the loan does — it is part of the payment from day one.
- MEDIAN HOME, STATEWIDE$270K
The number an appraisal gets read against. A house well under it is often the loan a big bank does not want — which is exactly what the doors above are for.
- STATE INCOME TAXNone
It comes off before a lender works out how much of your income can go to a payment.
- COST OF LIVING93.4
National index, where 100 is the country's average. Under 100 means your money goes further here than it does nationally.
