How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Buying or investing in a home in Muskingum County, Ohio is more reachable than many people think, especially when you work with local lenders, credit unions, and community development organizations who understand the Zanesville-area economy. This guide walks you through what home financing actually is, who qualifies, what paperwork to gather, and which local institutions genuinely serve this county. It also covers Ohio-specific programs that can lower your costs and warns you about high-cost traps to avoid.
What Is Home Financing?
Home financing means borrowing money to buy, build, or refinance a property — and agreeing to pay it back over time, usually with interest. The most common tool is a mortgage: a loan secured by the home itself. If you stop making payments, the lender can take the property through foreclosure, so understanding what you are signing matters a great deal.
There are several types of home loans available in Muskingum County:
- Conventional loans — offered by banks and credit unions, usually requiring a credit score of 620 or higher and a down payment of 3–20%.
- FHA loans — backed by the federal government, allowing down payments as low as 3.5% and credit scores as low as 580. A strong choice for first-time buyers with limited savings.
- USDA Rural Development loans — many parts of Muskingum County outside Zanesville qualify for zero-down USDA loans because they meet the federal definition of rural.
- VA loans — available to eligible veterans and active-duty service members with no down payment required.
- Portfolio loans — held in-house by local banks or credit unions and not sold to the secondary market; these can be more flexible for self-employed borrowers or those with non-traditional income.
- ITIN loans — offered by select lenders to borrowers who do not have a Social Security number but do have an Individual Taxpayer Identification Number (ITIN). More on this below.
For small real-estate investors, there are also landlord or investment-property loans, home equity lines of credit (HELOCs), and renovation loans such as the FHA 203(k).

Forget what the banks say.
Muskingum County's economy is anchored by healthcare (Genesis Health System is the county's largest employer), manufacturing, retail trade, and a growing number of independent contractors and tradespeople in construction and home services. That mix matters because lenders evaluate income differently depending on how you earn it.
If you are a W-2 employee, qualification is generally straightforward. Lenders want to see two years of steady employment and a debt-to-income ratio below 43–50%.
If you are a solo contractor or self-employed, lenders will look at your last two years of tax returns — specifically your net income after deductions.
Many contractors legitimately write off a lot of expenses, which can reduce the income a lender sees on paper.
A local lender or credit union offering a portfolio loan may be more willing to look at bank statements, contracts, or profit-and-loss statements alongside your returns.
If you use an ITIN instead of a Social Security number, you can still qualify for a mortgage through ITIN loan programs. These are not widely advertised, but they do exist at select lenders and credit unions. You will typically need a larger down payment (10–20%), a strong rental or payment history, and two years of ITIN-filed tax returns.
Median home prices in Muskingum County are well below the state average — roughly $140,000–$180,000 for a single-family home in and around Zanesville as of recent data — making monthly payments more manageable than in Columbus or Cleveland. That also means a smaller down payment amount in real dollars, which lowers the savings barrier for first-time buyers.

Get your papers in order.
Gathering paperwork before you approach a lender saves time and reduces stress. The exact list depends on your loan type, but here is a solid starting point for most borrowers in Muskingum County:
For all borrowers:
- Government-issued photo ID (driver's license, passport, or consular ID/matrícula consular)
- Social Security number or ITIN
- Two years of federal tax returns (all pages, all schedules)
- Two most recent W-2s or 1099s
- Two to three months of bank statements (all accounts)
- Most recent pay stubs (30 days) — or, if self-employed, a year-to-date profit-and-loss statement
- Documentation of any other income (rental income, child support, disability, etc.)
- Landlord contact information or 12 months of canceled rent checks if you currently rent
For self-employed contractors:
- Business bank statements (12–24 months)
- Business license or LLC registration
- CPA letter confirming self-employment status (some lenders require this)
- Contracts or letters of engagement showing ongoing work
For investment properties:
- Lease agreements on any existing rentals you own
- Schedule E from your tax return showing rental income/loss
- Proof of reserves (lenders typically want 2–6 months of mortgage payments in savings for investment loans)
For ITIN borrowers:
- ITIN card or IRS letter confirming your ITIN
- Two years of ITIN-filed tax returns
- 12 months of on-time utility or rent payment records
- Individual Taxpayer Identification Number-issued bank account statements

Don't fall into these traps.
Muskingum County, like many rural and post-industrial communities in Ohio, has seen its share of predatory lending targeting working families and first-time buyers. Here is what to watch for:
Land contracts (contracts for deed)
In Ohio, land contracts are a common alternative to traditional mortgages, particularly in lower-income areas. The seller keeps the deed until the buyer finishes paying. The problem: if you miss a payment, Ohio law historically allowed sellers to evict you rather than go through a full foreclosure, meaning you could lose all the equity you built. Ohio made some reforms (HB 303), but land contracts still carry serious risks. Before signing any land contract, have a real-estate attorney review it. Never sign without independent legal counsel.
Rent-to-own schemes
Similar risks as land contracts. The option fee and rent premiums you pay may not be credited toward the purchase, and contracts are often written to benefit the seller. If the price is not locked in writing from day one, walk away.
High-cost mortgage loans
Under federal law (HOEPA) and Ohio law, a loan is considered high-cost if the APR or fees exceed certain thresholds. These loans carry extra risks and restrictions. If a lender is charging origination fees above 2–3% of the loan amount, ask why — and compare at least two other lenders.
Unsolicited offers after a listing
If you receive mail, texts, or calls offering to buy your property for cash immediately after it hits the market (or especially after a missed payment), these are often wholesale investors, not your best option. You may be able to sell for significantly more through a licensed real-estate agent.
Fake down payment assistance programs
Scammers sometimes pose as housing nonprofits offering grants that require an upfront fee. Legitimate OHFA-affiliated programs never charge a fee to apply for down payment assistance.
Pressure and urgency
A trustworthy lender will give you time to read your Loan Estimate (a standardized three-page document you are legally entitled to within three business days of application). If anyone tells you that you must sign today or lose the rate, that is a warning sign. Real rate locks are put in writing.
Yield spread premiums and broker steering
Some mortgage brokers earn higher commissions for steering borrowers into higher-rate loans. Ask any broker: 'Are you receiving a lender credit for placing me in this loan?' They are required to disclose this.
The rules where you are.
Ohio has several state-level programs and consumer protections that directly affect home financing in Muskingum County.
Ohio Housing Finance Agency (OHFA)
OHFA is the most important state resource for first-time and moderate-income homebuyers in Ohio. Key programs include:
— Provides 2.5% or 5% of the home's purchase price as a grant (no repayment required) or a second loan. Combined with an OHFA first mortgage. Income and purchase price limits apply; Muskingum County limits are lower than in metro areas, which often works in buyers' favor.
— Reduced interest rates for teachers, first responders, nurses, and veterans.
— For recent college graduates buying their first home in Ohio; offers 2.5% or 5% down payment assistance and a discounted interest rate.
— Allows eligible first-time buyers to claim a federal tax credit of 20–40% of annual mortgage interest paid, reducing tax liability each year for the life of the loan. All OHFA loans require completion of a homebuyer education course from a HUD-approved agency. Homeport and NeighborWorks Columbus both offer this. Ohio Homebuyer Plus A state savings account program that allows Ohioans to deposit money into a dedicated account and deduct contributions from state income taxes (up to $5,000/year per person) when saving for a home purchase. A useful tool to build a down payment over 12–24 months. Ohio Predatory Lending Law Ohio has specific protections under the Ohio Mortgage Loan Act (ORC Chapter 1322) and the Residential Mortgage Lending Act. Lenders must be licensed by the Ohio Division of Financial Institutions. You can verify a lender's license at https://licensecenter.ohio.gov. Never work with an unlicensed lender. Ohio Foreclosure Prevention If you are already struggling with mortgage payments, Ohio's Save the Dream Ohio program (administered through OHFA) has provided emergency assistance; check OHFA's website for current availability. HUD-certified housing counselors in the region can also help negotiate with servicers at no cost.
The short version.
- 01
Buying a home or investment property in Muskingum County, Ohio is achievable at many income levels — especially because home prices here are significantly lower than in Ohio's major metros. The keys to success are working with lenders who know this community, using state programs like OHFA down payment assistance before your money runs out, and getting independent advice from a HUD-approved housing counselor before you sign anything.
- 02
If you are a solo contractor or self-employed, do not assume you will not qualify. Local credit unions and portfolio lenders are more willing to look beyond a simple W-2. If you use an ITIN, ask specifically about ITIN mortgage programs — they exist, but not every lender advertises them.
- 03
The most important local institutions to know are: Ohio Valley Community Credit Union for everyday mortgage lending, OHFA for down payment assistance and affordable interest rates, Appalachian Growth Capital as a CDFI serving the region, and Homeport or NeighborWorks Columbus for free pre-purchase counseling. For small investors with business structures, the SBA Columbus District Office can point you toward SBA 504 real-estate financing.

Always verify a lender's Ohio license before sharing personal information. Take your time, compare Loan Estimates from at least two lenders, and never let urgency push you into a decision. This guide is a starting point — Origen Capital is a directory, not a lender, and does not collect your information or make lending decisions.
