How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Fairfax City, Virginia sits at the heart of one of the most competitive housing markets in the country, but real financing options exist for solo contractors, immigrant homebuyers, and small investors — including those without a Social Security Number. This guide walks you through what home financing actually looks like locally, who qualifies, which local lenders and CDFIs genuinely serve Fairfax City residents, what Virginia-specific rules apply, and how to protect yourself from predatory offers. Origen Capital is a directory, not a lender — we connect you to the right local intermediaries, not to loan products.
It's a process, not a rejection.
Home financing is how most people pay for a property they cannot buy outright with cash. A lender — a bank, credit union, CDFI, or private institution — fronts you the money, and you repay it over time with interest. In Fairfax City, Virginia, this most commonly takes the form of a mortgage: a loan secured against the property itself.
Fairfax City (an independent city, separate from Fairfax County) has a median home price well above the national average, typically ranging from $500,000 to $700,000+ depending on property type.
That means the financing decisions you make carry real weight.
Common loan structures you will encounter locally include:
- Conventional loans — offered by banks and credit unions, usually requiring a credit score of 620+ and a down payment of 3–20%.
- FHA loans — government-backed loans with lower credit requirements (as low as 580) and down payments as low as 3.5%. They carry mortgage insurance premiums.
- VA loans — available to qualifying veterans and active-duty service members; no down payment required. Northern Virginia has one of the highest concentrations of VA loan users in the country.
- ITIN loans — available to borrowers who do not have a Social Security Number but do have an Individual Taxpayer Identification Number. Several local lenders in the Northern Virginia area offer these.
- USDA loans — not typically applicable within Fairfax City proper, as it is classified as an urban area.
Understanding the structure before you walk into any lender's office puts you in control.

Forget what the banks say.
Fairfax City's economy is closely tied to federal contracting, technology, healthcare, and service industries. Many residents are solo contractors — 1099 workers, self-employed tradespeople, independent consultants, or small-scale landlords — whose income looks different on paper than a salaried employee's.
For solo contractors and self-employed borrowers: Most lenders will want to see two years of self-employment history, documented through federal tax returns (Schedule C or K-1), a business license or client contracts, and year-to-date profit-and-loss statements.
If your net income after deductions is lower than your gross revenue — which is common — your qualifying loan amount may be lower than you expect.
Bank statement loans (using 12–24 months of deposits instead of tax returns) are a legitimate alternative offered by some local lenders.
For immigrant and mixed-status households: You do not need to be a U.S. citizen to buy a home in Virginia. Lawful permanent residents, visa holders, and even undocumented individuals with an ITIN can qualify for certain loan products. Several credit unions and community lenders in Northern Virginia have built programs specifically for this community.
For small real estate investors: If you are purchasing a 2–4 unit property and plan to live in one unit, you may still qualify for owner-occupied financing (including FHA), which typically has better rates than a pure investment loan. Pure investment properties usually require 15–25% down and a stronger credit profile.

Get your papers in order.
Getting your paperwork ready before you approach a lender saves time and signals that you are a serious borrower. Requirements vary by loan type, but here is what most lenders in Fairfax City will ask for:
For all borrowers:
- Government-issued photo ID (passport, driver's license, or consular ID)
- Social Security Number or ITIN
- Two most recent months of bank statements (all accounts)
- Proof of current address (utility bill, lease, etc.)
- Signed purchase contract (if you have one already)
For W-2 / salaried employees:
- Last two years of W-2 forms
- Last two pay stubs
- Most recent two years of federal tax returns
For self-employed / 1099 contractors:
- Last two years of complete federal tax returns (personal and business, if applicable)
- Year-to-date profit-and-loss statement (prepared by a CPA is preferred)
- Business bank statements (12–24 months)
- Business license or client contracts showing active work
For ITIN borrowers:
- Valid ITIN (Form W-7 or issued ITIN letter)
- ITIN tax returns for the past 1–2 years
- Additional bank statements may be required (12–24 months)
- Letter of reference from a current landlord is sometimes requested
For investment property purchases:
- Current lease agreements on any rental properties you own
- Schedule E (rental income/loss) from prior tax returns
- Proof of reserves (typically 3–6 months of mortgage payments in savings)

The doors worth knowing.
This is the most important section. Federal programs set the rules, but local intermediaries make them real.

Don't fall into these traps.
Northern Virginia's expensive housing market creates conditions where predatory lenders and opportunistic actors can appear to offer 'solutions.' Here is how to recognize and avoid them:
A lender convinces you to refinance your mortgage repeatedly, each time collecting new fees, while the loan balance barely decreases. If a refinance doesn't clearly lower your rate, reduce your term, or serve a specific goal you identified — walk away.
Some mortgage brokers are compensated by lenders to steer you toward higher-rate loans. Ask your broker directly: 'How are you compensated on this loan?' and get the answer in writing.
Legitimate no-documentation or low-documentation loans exist, but they require real income verification alternatives (like bank statements) and charge higher rates in return for the added lender risk. If someone promises a loan with absolutely no documentation and a suspiciously low rate, it is a red flag.
Fairfax City and the broader DC metro area have seen cases of deed fraud — where scammers file fraudulent deed transfers, sometimes targeting elderly homeowners or properties with no mortgage. Virginia allows you to enroll in a deed monitoring service through the Fairfax City Circuit Court land records office. Use it.
Some sellers offer lease-purchase or 'land contract' arrangements that sound like homeownership but leave the buyer without legal title. In Virginia, these arrangements are legal but carry significant risks — always have a real estate attorney review any contract for deed before signing.
Legitimate lenders do not pressure you to sign today to 'lock in a rate before it disappears forever.' Rate locks are standard tools with defined windows. If you feel rushed, that is a signal to slow down and get a second opinion.
Be cautious of individuals who present themselves as 'notarios' with legal authority to prepare loan documents. In Latin American countries, a notario publico is a licensed attorney. In Virginia, a notary public is only authorized to witness signatures — not to provide legal or financial advice. Seek out a HUD-approved housing counselor or a Virginia-licensed attorney instead.
Everything below is set by Virginia, and it reads the same in every county in it. The 5 marks above are this county's own doors — who opens one is decided by them, not by the state.
The rules where you are.
Virginia has its own set of real estate and lending rules that affect every Fairfax City transaction. Here is what you need to know:
Virginia's Fair Housing Law mirrors federal protections but adds additional protected classes. Lenders and landlords cannot discriminate based on source of funds (including housing vouchers), elderliness, or sexual orientation in addition to the standard federal protections.
Virginia is not an attorney-required state for closings, but closings must be conducted by a licensed settlement agent or attorney. In Fairfax City, most closings happen through title companies with licensed settlement agents. Understand who your settlement agent is — they represent the transaction, not you personally.
Virginia charges a state recordation tax (typically 0.25% of the loan amount for purchase-money mortgages) and a grantor's tax (paid by the seller, 0.1% of sale price or $1 per $1,000). Fairfax City may also charge a local transfer tax. Ask your settlement agent for a complete Closing Disclosure estimate early in the process.
Virginia has specific protections against high-cost home loans, including restrictions on prepayment penalties, balloon payments, and negative amortization on covered loans. If a lender offers you a loan that feels expensive, ask whether it qualifies as a 'high-cost loan' under Virginia law — if it does, additional protections apply.
Virginia allows a limited homestead exemption for primary residences in bankruptcy proceedings ($5,000 for most individuals, higher for elderly or disabled). This is not a property tax exemption — it is a creditor protection tool.
Fairfax City has a Senior Citizen/Disabled Tax Relief program for eligible homeowners age 65+ or permanently disabled. If you are purchasing as an investment property, these benefits do not apply to tenants.
The short version.
- 01
Buying a home or investment property in Fairfax City, Virginia is very achievable — even if you are self-employed, an immigrant, or have a non-traditional financial profile. Here is the short version of what to do:
- 02
1. Get a HUD-approved housing counselor first. It is free or low-cost, and they will help you understand your options without trying to sell you anything. Virginia Housing's hotline can connect you to one near Fairfax City.
- 03
2. Visit a local credit union. Apple Federal Credit Union (headquartered in Fairfax) or Navy Federal Credit Union (Vienna) are good starting points. Credit unions are member-owned and often more flexible than big banks.
- 04
3. If you have an ITIN, ask explicitly. Not every lender offers ITIN loans, but some do. Ask directly, and ask for references from other ITIN borrowers they have served.
