Home financing is the process of borrowing money to purchase, refinance, or improve a home — and agreeing to repay that loan over time, usually with interest. In Virginia Beach, buyers can access several types of home loans:
- 01**Conventional loans**
Offered by banks and credit unions, typically requiring a credit score of 620 or higher and a down payment of 3–20%.
- 02**FHA loans**
Backed by the Federal Housing Administration, allowing down payments as low as 3.5% and credit scores from 580. Popular with first-time buyers.
- 03**VA loans**
Because Virginia Beach has one of the largest active-duty military populations in the country (Naval Station Norfolk is just next door), VA home loans are extremely common here. Eligible veterans, active-duty service members, and surviving spouses can often buy with zero down payment and no private mortgage insurance.
- 04**USDA loans**
Available in select rural pockets on the western edges of Virginia Beach city limits (the city is geographically large). These require income limits and rural-area eligibility.
- 05**ITIN loans**
For buyers who do not have a Social Security number but do have an Individual Taxpayer Identification Number. Several local lenders and credit unions in Hampton Roads offer these programs.

Forget what the banks say.
Virginia Beach's economy is shaped by several distinct sectors, and lenders here are accustomed to the income patterns that go with them:
Military and federal employees: The proximity to Naval Station Norfolk, Joint Expeditionary Base Little Creek–Fort Story, and Langley-Eustis means many buyers are active duty, veterans, or federal contractors.
VA loan eligibility is well understood by local lenders.
If you receive a Basic Allowance for Housing (BAH), most local lenders know how to count it toward qualifying income.
Hospitality and tourism workers: Virginia Beach's resort strip drives a large hospitality workforce. If your income is seasonal or tip-based, you will generally need two years of tax returns showing that income to use it for qualification. Part-time or gig workers face similar requirements.
Solo contractors and self-employed buyers: Very common in construction, landscaping, and trades. Lenders typically want two years of self-employment history and will average your net income from Schedule C. Some bank-statement loan programs exist for those whose tax returns show lower income than their actual cash flow.
ITIN borrowers: Virginia Beach's Latino community, particularly in neighborhoods like Aragona Village, Pembroke, and along the Virginia Beach Boulevard corridor, includes many residents who file taxes with an ITIN rather than an SSN.
Several local credit unions and ITIN-specific lenders serve this community.

Investors: Small real-estate investors purchasing rental properties typically need a 15–25% down payment, stronger credit, and documented rental income or reserves. Virginia Beach's strong rental market (driven by military families and tourism) can work in investors' favor when lenders evaluate debt-service coverage.
General credit score guidance: 580+ for FHA, 620+ for most conventional loans, though some local credit unions work with scores in the 560–580 range through manual underwriting.


Get your papers in order.
Gathering your paperwork before you talk to a lender saves time and reduces stress. Here is a standard checklist — your lender may ask for more or less depending on your situation:
For W-2 employees:
- Two most recent pay stubs
- W-2 forms for the past two years
- Federal tax returns for the past two years
- Two to three months of bank statements
- Government-issued photo ID
- Social Security number or ITIN
Additional items for self-employed or contractors:
- Two years of federal tax returns (personal and business, if applicable)
- Year-to-date profit and loss statement
- Business bank statements (12–24 months for bank-statement loan programs)
- Business license or CPA letter confirming self-employment
For ITIN borrowers:
- ITIN card or letter from the IRS
- Two years of ITIN tax returns
- 12–24 months of bank statements
- Proof of residency (utility bills, lease agreement)
- Some lenders also accept consular IDs (Matrícula Consular) as secondary ID
For VA loan applicants:
- Certificate of Eligibility (COE) — your lender can often pull this for you
- DD-214 (discharge papers) for veterans

Don't fall into these traps.
Virginia Beach's active real-estate market and large transient military population can attract lenders and services that are not acting in your interest. Here is what to watch for:
Pressure to decide fast
A legitimate lender will give you time to review your Loan Estimate (a standardized form you must receive within three business days of applying). If anyone tells you the offer expires in hours or pressures you to sign before you understand the terms, walk away.
Unusually high origination fees or discount points
Compare the APR (annual percentage rate), not just the interest rate. Fees are rolled into the APR. If one lender's rate looks much lower but their APR is higher than competitors, they may be charging excessive upfront fees.
Rent-to-own and contract-for-deed arrangements
These are common traps for buyers who cannot yet qualify for a traditional mortgage. In Virginia, these arrangements can strip buyers of equity and leave them with no legal protections if something goes wrong. If someone is offering to sell you a home without a traditional closing, consult a HUD-approved housing counselor before signing anything.
Title companies or agents tied to the seller
In Virginia Beach's competitive market, you have the right to choose your own title company and your own real-estate attorney. You are not required to use the seller's preferred providers.
Equity stripping on investor purchases
For small real-estate investors, be cautious of hard-money lenders charging origination fees above 3–4 points plus very high interest rates (above 12–14%) on short-term loans. These can wipe out projected profits on a flip or rental if timelines shift.
Fake ITIN lenders
Scammers sometimes target ITIN borrowers by posing as lenders, collecting application fees, and disappearing. Always verify any lender through the Virginia Bureau of Financial Institutions (scc.virginia.gov) or the NMLS Consumer Access database (nmlsconsumeraccess.org) before paying any fee.
Foreclosure rescue scams

Virginia Housing Down Payment Assistance Grant
Virginia Housing offers a DPA grant equal to 2–2.5% of the purchase price for eligible buyers. It is a true grant — no repayment required. Income and purchase price limits apply. As of recent guidelines, Virginia Beach is included in higher-limit areas due to its housing costs. Ask any Virginia Housing–participating lender for current limits.
Virginia Housing Mortgage Credit Certificate (MCC)
For first-time buyers, the MCC program converts a portion of your annual mortgage interest into a federal tax credit — up to $2,000 per year — for the life of the loan. This is separate from the interest deduction. It can meaningfully reduce your tax bill every year you stay in the home.
Virginia REALTORS® Military Affinity Program
Given Virginia Beach's military population, many real-estate agents and lenders here specialize in VA loans and PCS (Permanent Change of Station) moves. Ask specifically for a lender with VA loan experience — not all lenders process VA loans at the same speed or quality.
Virginia Consumer Protection for Mortgage Borrowers
Virginia's mortgage licensing is regulated by the Virginia Bureau of Financial Institutions (BFI) under the State Corporation Commission. All mortgage lenders and brokers operating in Virginia must be licensed. You can verify any lender's license at: scc.virginia.gov/pages/Mortgage-Lenders. If a lender claims to be exempt from licensing or pressures you to skip verification, that is a red flag.
Virginia Predatory Lending Laws
Virginia has enacted restrictions on high-cost loans under the Virginia Consumer Protection Act and related statutes. Loans with very high interest rates or excessive fees trigger additional disclosure requirements. However, Virginia's protections are considered moderate compared to some other states — meaning consumer vigilance matters.
Property Taxes in Virginia Beach
Virginia Beach's real property tax rate is relatively stable and lower than many comparable East Coast cities. However, military members should be aware of the Servicemembers Civil Relief Act (SCRA), which offers protections on interest rates and foreclosure for active-duty members. Local lenders familiar with VA loans will know how to apply these protections.
