How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
This guide is written for solo contractors, small real-estate investors, and working families in Chicot County, Arkansas who need honest, straightforward information about personal financing. It highlights the local lenders, community development organizations, and credit unions that actually serve this part of the Arkansas Delta. Federal programs are mentioned for context, but the real focus is on the people and institutions closest to you. Take your time, compare your options, and never feel pressured to sign anything quickly.
It's a process, not a rejection.
Personal financing covers any loan, line of credit, or financial product that helps an individual — not a large corporation — cover a need: home repairs, a vehicle, starting a small side business, paying off high-interest debt, or building an emergency cushion.
Chicot County sits in the Arkansas Delta, one of the most historically underserved rural regions in the United States.
Banking deserts — areas with very few or no traditional bank branches — are a real challenge here.
That means residents sometimes turn to expensive alternatives out of necessity, not preference.
The good news is that community-focused lenders, credit unions, and nonprofit financial organizations have been working to fill that gap. This guide is about connecting you to those resources — not to distant institutions that don't know this community.

Forget what the banks say.
Chicot County has a population of roughly 9,000–10,000 people, with Lake Village as the county seat. The economy is anchored by agriculture — primarily rice, soybeans, and cotton — along with catfish farming, small retail, and local government employment. Many residents are self-employed seasonal workers, farmworkers, or small-scale landlords renting to agricultural laborers. Qualification for personal financing in this environment is shaped by a few realities:
- 01**Irregular income is common
** Lenders familiar with the Delta understand that farm-related income is seasonal. Bring 12–24 months of bank statements or tax returns to paint a full picture.
- 02**Credit scores vary widely
** A thin credit file — meaning not much credit history — is different from bad credit. Community lenders here often look at both.
- 03**ITIN holders are part of this community
** A significant number of farmworkers and contractors in Chicot County hold an Individual Taxpayer Identification Number (ITIN) rather than a Social Security Number. Several lenders and CDFIs in the region accept ITINs for personal and small-business loans.
- 04**Property ownership patterns matter
** Many rural properties in the Delta have heirs' property issues — land passed down without a formal will. This can complicate collateral-based loans. Ask a local housing counselor before using land as collateral.

Get your papers in order.
Every lender has slightly different requirements, but gathering these documents before you apply will save you time at almost any institution:
Identity & Residency
- Government-issued photo ID (driver's license, passport, or consular ID / matrícula consular)
- ITIN letter (if no Social Security Number) or Social Security card
- Proof of current address: utility bill, lease, or bank statement showing your Chicot County address
Income Verification
- Last two years of federal tax returns (1040, with all schedules)
- Last two to three months of bank statements
- If self-employed or seasonal: a simple profit-and-loss statement, even handwritten with receipts attached, is a starting point for many community lenders
- For farmworkers: pay stubs, labor contractor payment records, or a letter from your employer
Credit & Debt Picture
- You are entitled to one free credit report per year from each bureau at AnnualCreditReport.com — pull yours before you apply so there are no surprises
- A list of any current monthly debts (rent, car payment, other loans)
For Property-Related Loans
- Deed or tax records for any property you own
- If heirs' property is involved, speak with Southeast Arkansas Legal Services before pledging it as collateral

Don't fall into these traps.
Rural communities like Chicot County are frequently targeted by lenders and financial products that cause more harm than good. Here is what to watch for — calmly and carefully.
Triple-digit interest rates
Any loan advertised as 'fast cash' or 'no credit check' with an APR above 50% — let alone 200% or 400% — is almost certainly predatory. Remember: in Arkansas, licensed lenders are capped at 17% APR. If someone is charging far above that, ask why.
Online 'tribal' lenders
Some online lenders claim to operate under tribal sovereignty to avoid state interest rate caps. Arkansas courts and the Attorney General have challenged many of these. Proceed with extreme caution and consult a legal aid attorney before signing.
Rent-to-own stores
Furniture, electronics, and appliance rent-to-own contracts often carry effective APRs of 100–300%. If you need an appliance, a personal loan from a credit union at 12–17% is almost always cheaper over time.
'Buy here, pay here' auto lots with no disclosed APR
Vehicle financing is a real need in rural Chicot County where public transit is limited. But dealerships that refuse to disclose the APR upfront, or that charge extremely high rates, can trap buyers. Get the APR in writing before you sign any vehicle purchase agreement.
Deed theft and title scams
Unlicensed investors sometimes approach heirs'-property owners with quick-cash offers that effectively strip the family of land. Never sign a deed or any property document without having it reviewed by Southeast Arkansas Legal Services first.
Pressure to sign quickly
A trustworthy lender will give you time to read the full loan agreement, ask questions, and walk away if needed. Urgency is a warning sign, not a feature.
'Guaranteed approval' loans that require upfront fees
If a lender asks you to pay money before receiving a loan — for 'insurance,' 'processing,' or 'activation' — stop immediately. This is an advance-fee scam.
The rules where you are.
Arkansas has some specific laws and state-level programs that affect personal financing. Understanding them protects you.
Arkansas Interest Rate Cap
Arkansas Amendment 89 to the state constitution caps interest rates on consumer loans at 17% APR for most lenders. This is one of the strongest rate caps in the South. Any personal loan from a licensed Arkansas lender charging more than 17% APR is illegal. Keep this number in mind when reviewing any offer.
Payday Lending Is Largely Banned in Arkansas
Arkansas has effectively banned traditional payday lending through its rate cap. However, online lenders based outside the state may try to evade this cap. If an online lender is charging 100%, 200%, or 400% APR, they are likely violating Arkansas law. Report them to the Arkansas Attorney General's office.
Arkansas Development Finance Authority (ADFA)
ADFA administers state-level affordable housing and homeownership programs, including the ADFA Move-Up loan program for first-time homebuyers. If your personal financing need is tied to purchasing or repairing a home, ADFA-approved lenders in the Delta may be able to help.

Arkansas Renters and Homeowners Assistance
Post-pandemic, Arkansas distributed federal emergency rental and homeowner assistance. Check with Chicot County's local Community Action Agency (Southeast Arkansas Community Action Corporation / SEACAC) for any active assistance programs.
SEACAC covers multiple Delta counties including Chicot.
Heirs' Property Legal Help
Arkansas adopted the Uniform Partition of Heirs Property Act in 2015, providing some protections for families with informally inherited land. Southeast Arkansas Legal Services (SEALS) provides free or low-cost legal help to residents of Chicot County who need to clear title on property.

The short version.
- 01
If you live or work in Chicot County and need personal financing, here is the short version:
- 02
1. Start local. Southern Bancorp and its community partners are the most relevant CDFI for Delta residents. They understand irregular income, thin credit, and ITIN situations. Arkansas Federal Credit Union is a good statewide credit union option.
- 03
2. Get your paperwork together. Two years of tax returns, recent bank statements, a valid ID, and your ITIN letter (if applicable) will open the most doors.
- 04
3. Know your rights. Arkansas caps most personal loan rates at 17% APR. If someone quotes you more than that, ask questions — or walk away.
