The 16 doors inside the county line come off public data, and 7 of them are owned by their own members. We do not ask for your name, and we earn nothing if you knock on one door rather than another.
How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
In San Francisco, personal borrowing is usually about the cost of standing still: a deposit and first month on a new apartment, an emergency that lands in the same week as rent, legal fees, or the vehicle or e-bike that makes delivery work possible. This guide covers the honest options — credit union loans, credit-builder products, and the nonprofit lending circles this city helped invent — who qualifies when income comes from tips or 1099 work, what to bring, and which products in this lane exist to trap you.
It's a process, not a rejection.
Personal financing is money borrowed for your household rather than for a business or a home purchase. In San Francisco it usually goes to one of five things:
- Moving costs. A deposit plus first month is the single largest cash demand most renters here face, and it arrives all at once.
- An emergency. A medical bill, a dental bill, a funeral, a trip home, a laptop or phone that the work depends on.
- The tool that earns the money. A vehicle for for-hire or delivery driving, an e-bike and battery, a set of trade tools, a sewing machine, a cart.
- Consolidating expensive debt. Replacing several high-cost balances with one cheaper loan — which only helps if the new loan is genuinely cheaper and you stop adding to the old balances.
- Building credit on purpose. A small secured loan, a secured card, or a lending circle whose entire job is to create a payment history you can show later.
Know the forms by name. An unsecured personal loan rests on your history and your promise.
A secured loan is backed by savings or a vehicle, which usually means easier approval and a lower rate.
A credit-builder loan holds the money in savings while you pay, so you finish with both a credit record and the cash. A lending circle is a group that contributes and takes turns receiving — and when a nonprofit administers it and reports the payments, it builds a real credit file. That model has deep roots in this city, and it is one of the few genuinely free ways to start a credit history.
The single most useful question in this lane: do you report my payments to the credit bureaus? A loan that is not reported costs you money and teaches the system nothing about you.

Forget what the banks say.
For personal lending the questions are simpler than in the other lanes: can you show income, does your existing debt leave room, and does your history — or an accepted substitute — suggest you pay what you owe?
How income arrives here, and how to present it:
- Restaurant, hotel, and janitorial workers. Bring pay stubs, and bring the ones that show reported tips. If you work two jobs, bring both.
- 1099 workers — cleaners, painters, home care aides, movers, drivers, delivery workers. Bring two to three months of bank statements and last year's return. Depositing your earnings into an account instead of keeping cash is the strongest thing you can do for your own file.
- Platform drivers and couriers. Your platform earnings statements are legitimate income documentation. Bring several months, because weekly totals bounce around.
- Households with several earners. A co-borrower with a longer history can change the answer. So can a family co-signer — but be clear with them: a co-signer owes the whole debt if you cannot pay.
- ITIN filers. Many credit unions open accounts and lend to ITIN holders; policies differ and are rarely published, so ask first. Never pay anyone a fee for a promise to fix your status in order to get a loan.
A thin credit file is a starting point, not a verdict. The exit is small, reported, on-time payments. Six months of that changes the conversation; two years of it changes the rate you are offered. If your credit file is empty because you have always paid cash, a nonprofit lending circle is usually the cheapest first step available to you.

Get your papers in order.
Personal loan paperwork is lighter than in the other lanes, which is exactly why predatory products win here — they advertise that you can skip it. Skipping it costs far more than gathering it.
- 01Government photo ID
California issues driver's licenses regardless of immigration status; some institutions also accept a consular ID, so ask what each one takes.
- 02ITIN or Social Security number
- 03Proof of address
A utility bill, a lease, or a statement with your address
- 04Proof of income
Recent pay stubs, or two to three months of bank statements and platform earnings reports if you are paid irregularly
- 05Last year's tax return if you are self-employed
- 06Written list of your current debts
With the payment and the rate on each. This is the document people skip, and the one that decides whether consolidating actually helps you.
- 07For a vehicle
The year, make, model, mileage, and seller information — and get financing approved before you go shopping, not at the dealer's desk
- 08For an e-bike
Tools, or equipment: the quote or invoice
- 09For a credit-builder or lending circle
Usually just ID, proof of address, and a short enrollment step

The doors worth knowing.
Order matters here more than in any other lane, because the worst products spend the most on advertising. Go in this sequence.

Don't fall into these traps.
A short-term loan against your next check, renewed again and again, is the most expensive money available in this city. Before you take one, call a credit union and ask about a small emergency loan — many make them.
You pledge the vehicle that produces your income. When the loan goes bad you lose the car and the work at the same time.
The weekly cost is high even though no number on the screen looks big, and the debit lands on the app's schedule, not on your payday.
Four or five overlapping payment plans with different due dates is a debt load with no statement, and most of them do not build your credit.
A person who offers to fix your status, your ITIN, or your credit for a cash fee is running a scam aimed squarely at this city's neighborhoods. Licensed lenders do not sell immigration services, and nonprofit legal help exists.
No one can legally remove a true item from your report, and nonprofit counseling is free or low-cost.
Paying faithfully for two years and ending with no credit history is the quietest trap in this lane. Ask every time.
If the offer expires today, or the documents arrive only in English after you asked for Spanish or Chinese, the deal has told you what it is.
Everything below is set by California, and it reads the same in every county in it. The 16 marks above are this county's own doors — who opens one is decided by them, not by the state.
The rules where you are.
Consumer lenders operating in California must be licensed by the state, and you can verify it. If a lender will not give you a license number, that is your answer.
on many mid-size consumer loans. That is exactly why some high-cost offers are dressed as something else — an advance, a membership, a lease, a tip, a partnership with an out-of-state bank. If the paperwork works hard to avoid the word loan, read it twice.
California law restricts how and when they may contact you, and you may demand written validation of a debt. Threats about immigration status, calls to your employer, or claims that you will be arrested are violations, not collection.
If someone says they can pull money from your paycheck because you are late, they are lying to rush you.
A state driver's license is available regardless of immigration status, and some institutions accept a consular ID. Ask what each door accepts instead of assuming you are short a document.
through nonprofit counselors. Using it does not touch your credit and does not oblige you to borrow anything.
The short version.
- 01
In a city and county of roughly 874,000 people, most personal borrowing is about a deposit, an emergency, or the tool that earns your living. All three have honest answers here, and all three have predatory answers dressed up as convenience.
- 02
Start with Mission Asset Fund, based in San Francisco, if your credit file is thin — zero-interest lending circles, SSN or ITIN, and payments that get reported. Then open an account at a credit union headquartered in the county — Northeast Community, San Francisco, or San Francisco Lee — and ask for a small personal loan, a share-secured loan, or a credit-builder product.
- 03
Before signing anything: verify the lender is licensed in California, write down the total you will repay rather than the monthly number, and compare two offers. Never pledge the vehicle you need for work. Never pay a fee to anyone promising to fix your credit or your immigration status. And always ask whether payments are reported to the credit bureaus.
