How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
This guide helps solo contractors, small business owners, and everyday residents of Johnson County, Iowa understand their personal financing options. It highlights local credit unions, CDFIs, and ITIN-friendly lenders that truly serve this community — not just national banks. Whether you are building credit for the first time or looking for a responsible personal loan, this guide points you toward trustworthy local resources and helps you avoid costly traps.
What Is Personal Financing?
Personal financing refers to loans, lines of credit, and financial products that individuals — not businesses — use to cover everyday needs. This might include a personal installment loan to repair a vehicle, a credit-builder loan to establish a credit history, or a small line of credit to bridge a gap between paychecks.
Unlike a mortgage or a business loan, personal financing is typically unsecured — meaning you do not need to put up a house or equipment as collateral. Lenders evaluate your ability to repay based on income, credit history, and sometimes alternative factors like rent payment history.
For residents of Johnson County — including the communities of Iowa City, Coralville, North Liberty, and Solon — personal financing products range from small-dollar credit-builder loans offered by local credit unions to larger installment loans from community development financial institutions (CDFIs). Understanding the full range of options helps you choose the one that fits your situation without taking on unnecessary risk or cost.

Forget what the banks say.
Johnson County is home to a diverse population shaped by the University of Iowa, a growing immigrant and refugee community, and a strong base of solo contractors and service workers. This means that local lenders here are often more experienced with non-traditional borrower profiles than lenders in other Iowa counties.
You may qualify even if you:
- Do not have a Social Security Number (SSN) — several local lenders accept an Individual Taxpayer Identification Number (ITIN)
- Have a limited or no U.S. credit history
- Are self-employed or work irregular hours as a contractor, landscaper, or home-based service provider
- Recently arrived in the United States as a refugee or immigrant
What lenders typically consider:
- Stable income from any legal source (employment, self-employment, gig work, or a combination)
- Length of time at your current address or with your current employer
- Existing relationship with a credit union or bank
- Positive rent or utility payment history, even when there is no formal credit file
Johnson County's local lending ecosystem — shaped in part by the University of Iowa community and the Iowa City area's longstanding immigrant services network — means there are real, named institutions here willing to work with you.

Get your papers in order.
Every lender has slightly different requirements, but gathering these documents before you apply saves time and increases your chances of approval.
Identity and residency:
- Government-issued photo ID (passport, state ID, consular ID / matrícula consular)
- ITIN letter from the IRS (if you do not have an SSN)
- Proof of address — a utility bill, lease agreement, or bank statement with your current Johnson County address
Income verification:
- If employed: recent pay stubs (last 2–3), or a letter from your employer
- If self-employed or a contractor: two years of tax returns (or ITIN-filed returns), 1099 forms, bank statements showing consistent deposits
- If you receive benefits or support: award letters or documentation of those payments
Banking history:
- Three to six months of bank or credit union account statements
- If you are unbanked, some local CDFIs can help you open an account as a first step
Credit history (or alternatives):
- A credit report printout (you can get a free copy at AnnualCreditReport.com)
- If you have no credit file, ask the lender about alternative data — on-time rent, phone, or utility payments that can substitute
Bring originals and photocopies to your first appointment. Many local lenders in Iowa City will meet with you in person before you formally apply.

Don't fall into these traps.
Johnson County has reputable local lenders, but predatory financial products also exist here. Knowing the warning signs protects you.
High-cost payday and title loans
A payday loan or car-title loan charging 200–400% APR can trap you in a cycle that is very hard to escape. Even if you need money urgently, contact Shelter House's Financial Opportunity Center or GreenState Credit Union first — both can often connect you with small-dollar alternatives much faster than you might expect.
Rent-to-own stores
Rent-to-own stores for electronics or furniture often charge the equivalent of 100–200% APR when you calculate the total cost versus the purchase price. They are not loans in the traditional sense, but they can be just as costly.
Unlicensed online lenders
Some online lenders are not licensed in Iowa. Always check the Iowa Division of Banking's licensee search before borrowing from any lender you found online. If they are not listed, do not borrow from them.
Loans that require upfront fees
Legitimate lenders do not charge you a fee before approving your loan. If someone asks you to pay money to "unlock" a loan or "secure" your approval, that is a scam.
Pressure to borrow more than you asked for
A trustworthy lender asks what you need, not how much they can lend you. Avoid lenders who push you toward larger loan amounts than you requested, especially if you feel rushed.
Vague or missing written terms
In Iowa, licensed lenders must give you written loan terms before you sign. Never sign a loan agreement that you have not read in full, and never sign a blank document. If something is unclear, ask — or contact Iowa Legal Aid for free help understanding the language.
"No credit check" promises
Some legitimate lenders do use alternative underwriting, but a blanket "no credit check" promise from an online lender often signals very high rates or outright fraud. Credit unions offering credit-builder loans are a safer alternative.
Everything below is set by Iowa, and it reads the same in every county in it. The 4 marks above are this county's own doors — who opens one is decided by them, not by the state.
The rules where you are.
Iowa has several consumer protection rules that directly affect personal financing in Johnson County. Understanding these helps you know your rights.
Iowa Consumer Credit Code (ICCC)
Iowa has its own consumer credit law that governs interest rates, disclosure requirements, and lender conduct. Under the ICCC, licensed lenders must clearly disclose the Annual Percentage Rate (APR), total repayment amount, and all fees before you sign. If a lender in Iowa City or Coralville cannot or will not give you this information in writing, walk away.
Payday lending in Iowa
Iowa does permit payday lending, but state law caps payday loan amounts at $500 and limits loan terms. Even with these caps, payday loans carry very high APRs. Iowa state law also requires a "cooling off" period between payday loans. The Iowa Division of Banking (iowadivisionofbanking.com) licenses and regulates payday lenders in Johnson County — you can verify whether a lender is licensed there.
Interest rate environment
Iowa does not cap interest rates on all personal loans the way some states do, so rates from non-bank online lenders can be very high. Always compare the APR — not just the monthly payment — when evaluating any loan offer.
ITIN acceptance
Iowa does not prohibit lenders from accepting ITINs in place of SSNs. Several Johnson County credit unions and community banks do accept ITINs; always ask directly before assuming a lender will not work with you.
Iowa Division of Banking
The Iowa Division of Banking supervises state-chartered banks and certain consumer lenders operating in Johnson County. If you have a complaint about a lender, you can file it at iowadivisionofbanking.com or by calling their consumer protection line.
