- A lending circle — a group that pools money and takes turns receiving it, like a tanda or cundina, but formalized so every on-time payment is reported to the credit bureaus.
Jefferson Parish's economy shapes what people borrow for. Construction and rebuild crews, shipyard and marine workers, fishermen and shrimpers, and restaurant and hotel workers across the metro all have incomes that can swing with the weather, the season or the oil market.
And every family here lives with hurricane season.
An evacuation costs gas, hotel rooms and missed shifts. Coming home can mean spoiled food, a damaged car, a roof deductible and weeks before work restarts. Those are exactly the moments when payday lenders and title lenders do their best business.

Forget what the banks say.
For a personal loan, lenders look at three things: steady income, how you have handled credit before, and how much you already owe each month.

** Shipyard, plant, hospital, warehouse and airport jobs with regular pay stubs are the strongest thing you can bring. A few months on the job helps; a year helps more.

** Your deposits and last tax return are your proof of income. After a storm boom, lenders may average your income rather than counting only the best months.
- 03**The fisherman or seasonal worker
** Apply when your recent income is strongest, and bring your last tax return so the lender sees a full year.
- 04**The restaurant or hospitality worker
** Variable hourly pay is fine if your deposits show it. Reported tips count; cash tips that never reach the bank do not.
- 05**The gig or delivery driver
** Platform earnings statements, deposits and the annual tax forms the platforms send you are your proof.
- 06**The worker with no credit file
** Common for people new to the country or new to credit. A credit-builder loan, secured card or lending circle can start a file within months.

For personal financing, credit unions are the best first door, and Jefferson Parish has a deep bench of them headquartered in Metairie and Harahan. NCUA-insured credit unions based here that carry a community development designation. Epic (Metairie) and Onpath (Metairie) hold that federal designation, meaning part of their mission is serving people mainstream institutions underserve. Don't fall into these traps.
One payday loan becomes three when it is rolled over. If you already have one, ask a credit union about an emergency loan to pay it off, and stop the cycle.
In a parish where the truck is how you get to work, losing it means losing the job.
The lot finances the car itself, often at a high rate, sometimes with a tracking device, and repossesses quickly. Get pre-approved at a credit union first. After floods, also watch for flood-damaged cars with cleaned-up titles; get a vehicle history report before you buy.
After a storm, replacing everything at once on weekly payments is tempting. The total paid is often several times the price.
It is illegal for them to charge before doing the work, and you can dispute errors yourself for free.
Ask what the fees total. Free tax preparation and a refund deposited to your own account is cheaper.
Anyone charging a fee to get you federal assistance, or asking for your bank login, is a scammer.
A loan from someone you know feels safer than a bank. It is not, when the interest is high and the terms are verbal, and none of it builds your credit.
Your credit takes the damage while they collect fees. A nonprofit credit counselor can often negotiate a payment plan instead.
Everything below is set by Louisiana, and it reads the same in every county in it. The 14 marks above are this county's own doors — who opens one is decided by them, not by the state.
The rules where you are.
Louisiana allows payday lending, which the law calls deferred presentment, along with small consumer loans from licensed lenders. Those businesses must be licensed by the Louisiana Office of Financial Institutions. Before you borrow from any company that is not a bank or credit union, check that it is licensed in Louisiana. An online lender with no Louisiana license is one you will have little power against.
Legal is not the same as affordable. A payday loan is designed to be renewed, and each renewal costs you again. If the total you will repay is far larger than what you borrowed, look first at a credit union emergency loan, a payment plan with the company you owe, or help from a nonprofit.
Car insurance in Louisiana is among the most expensive in the country, and lenders require full coverage on a financed vehicle. Get insurance quotes before you choose a car, and budget for the total cost, not just the payment.
After a declared disaster, federal assistance and SBA disaster loans for homeowners and renters are available directly from the government, and applying is free. Unemployment benefits may be available when a disaster shuts down work. No legitimate program charges you to apply.
Debt collectors must follow federal law: no threats, no lies about what you owe, no calls to your job after you ask them to stop. Ask any collector for written validation of the debt. Scammers impersonating the IRS, immigration officers, utility companies or disaster agencies target Spanish-speaking households especially after storms; no real agency demands payment by gift card or wire transfer.
The Louisiana Attorney General's consumer protection office takes complaints about lenders, contractors and scams, and the federal Consumer Financial Protection Bureau takes complaints about lenders and collectors.
