Minnesota has some of the more borrower-friendly consumer finance laws in the country, but there are still important things to know: **Payday Loan Limits:** Minnesota caps payday loans at $350 and limits fees to a tiered schedule. However, these loans still carry very high effective interest rates. State law requires lenders to give you an extended payment plan option — ask for it if you are struggling to repay. **Interest Rate Cap:** Minnesota does not have a universal interest rate cap for all consumer loans, which means some non-bank lenders can charge very high rates. Always ask for the APR (Annual Percentage Rate) in writing before signing. **ITIN Lending:** Minnesota law does not prohibit ITIN-based lending, and state regulators have not created barriers to it. This means local CDFIs and community banks have room to offer ITIN products — and several do. **Credit Union Membership:** Minnesota credit unions are chartered under state law and regulated by the Minnesota Department of Commerce. This provides an additional layer of consumer protection beyond federal rules. **Minnesota Housing Finance Agency (MHFA):** For Ramsey County residents considering home purchase or home improvement, MHFA offers down payment assistance and low-interest loan programs. These stack with ITIN-friendly lenders in some cases. Website: mnhousing.gov **Right to Cancel:** For most home-equity loans and refinances, federal law (and Minnesota practice) gives you three business days to cancel after signing. Do not let any lender tell you this right does not exist.
