Chester County, like many rural South Carolina communities, has been targeted by high-cost lenders. Here is what to watch for:
Any personal loan with an APR above 36% should be treated with caution. Payday loans, title loans, and some online installment loans regularly charge 100%–400% APR. The loan may feel small, but the total repayment can be two to four times what you borrowed.
These are common in the Chester area. You hand over your vehicle title as collateral. If you miss a payment, you can lose your car — often the same car you need to get to work. Avoid these entirely if possible.
These are not financing in the traditional sense, but they function like very high-interest credit. The total cost of the item is often three to five times the retail price.
Any lender who tells you the offer expires today or pushes you to sign before you've read the agreement is using a pressure tactic. Legitimate community lenders do not do this. Take the paperwork home. Ask a trusted person to review it.

This state law sets maximum interest rates and fee structures for consumer loans. Any licensed lender in South Carolina must comply. If a lender cannot tell you their license number or refuses to show you the full loan agreement before signing, that is a red flag.
South Carolina allows payday lending but caps loan amounts at $550 and restricts rollovers. While legal, payday loans carry extremely high effective APRs and should be avoided as a financing strategy.
For home purchase and home repair financing, SC Housing administers programs like Palmetto Heroes and SC Housing Homeownership Program. These are available through approved local lenders and can be combined with personal or mortgage financing for qualifying Chester County residents.
Chester County homeowners who occupy their primary residence may qualify for the SC Homestead Exemption, which reduces the taxable value of your home. This lowers your property tax bill and can free up monthly cash — relevant when lenders calculate your debt-to-income ratio.
