How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Doddridge County is a small, rural county in north-central West Virginia with a working economy built around energy, agriculture, and independent trades. If you are a solo contractor, small business owner, or real-estate investor here, financing options do exist — but you need to know where to look. This guide points you to the local and regional intermediaries who actually serve this area, explains what documents you will typically need, and helps you steer clear of costly traps.
What Is Small Business Financing?
Small business financing is money you borrow — or sometimes receive as a grant — to start, grow, or stabilize a business. It is not one single product. It comes in several forms:
- 01**Term loans**
You receive a lump sum and repay it over a fixed period, usually with interest. Good for equipment, renovations, or a one-time investment.
- 02**Lines of credit**
You draw money as you need it, up to a set limit, and repay what you use. Good for covering gaps between jobs or slow seasons.
- 03**Microloans**
Smaller loans, often under $50,000, designed for early-stage businesses or owners who do not yet qualify for a traditional bank loan.
- 04**SBA-backed loans**
Loans made by local banks or credit unions and partially guaranteed by the U.S. Small Business Administration. This guarantee lowers the lender's risk and often means better terms for you.
- 05**Grants**
Free money that does not need to be repaid. Grants are competitive and typically tied to specific industries, demographics, or economic development goals.
- 06**CDFI loans**
Loans from Community Development Financial Institutions, which are mission-driven lenders built to serve people and places that traditional banks overlook.

Forget what the banks say.
Doddridge County's economy is shaped by oil and gas extraction, agriculture and forestry, small retail, and independent trade contractors. If you work in any of these sectors — or serve families and workers in this region — you are likely a strong candidate for at least one type of local financing.
You may qualify if you:
- Have operated a business for six months or more, even informally
- Can show some form of income — invoices, bank statements, or tax returns
- Have a specific purpose for the funds (equipment, a vehicle, a storefront, inventory)
- Are a West Virginia resident, including residents who use an Individual Taxpayer Identification Number (ITIN) rather than a Social Security Number
ITIN borrowers: Several CDFIs and credit unions in West Virginia will work with ITIN holders. You do not need a Social Security Number to access all financing options. Ask explicitly about ITIN-friendly programs when you contact any lender listed in this guide.
Credit history: A thin or imperfect credit history does not automatically disqualify you. CDFIs in particular are designed to work with borrowers who are building or rebuilding credit. Being honest about your situation upfront saves time for everyone.
Solo contractors and gig workers: If you work independently — in construction, landscaping, well servicing, trucking, or another trade — you are considered self-employed. You will need to show your income differently than a W-2 employee would, but it is absolutely possible to qualify.

Get your papers in order.
Getting your paperwork in order before you apply saves weeks. Different lenders ask for different things, but most will want some version of the following:
For all applicants:
- Government-issued photo ID (driver's license, passport, or consular ID)
- ITIN or SSN
- Proof of West Virginia residency (utility bill, lease, or bank statement with your address)
- Two years of personal federal tax returns (or one year if you are newer to business)
- Three to six months of personal bank statements
For business applicants:
- Business bank account statements (three to six months)
- Business tax returns, if you have filed them
- Profit and loss statement — a simple summary of income and expenses; your lender or a CDFI advisor can help you build one if you do not have it
- Business license or registration from the West Virginia Secretary of State
- Any existing business debts or leases
For contractors and self-employed workers:
- 1099 forms or invoices showing your work history
- A brief description of your business and what you plan to use the funds for (a one-page summary is fine)
For real-estate investors:
- Property address and current estimated value
- Any existing mortgage or lien information
- Rental income documentation if applicable
Do not let a missing document stop you from making a first call. Most CDFIs and credit unions will tell you exactly what they need once you describe your situation.

The doors worth knowing.
Because Doddridge County is small and rural, there is no large bank branch on every corner. But the following organizations genuinely serve this county and its surrounding region. Start with the ones closest to your situation. --- 1.

Don't fall into these traps.
Rural counties are frequently targeted by high-cost lenders because local options can feel hard to find. Here are the most common traps and how to recognize them.
Merchant Cash Advances (MCAs)
A merchant cash advance is not a loan — it is a purchase of your future revenue, which means West Virginia's interest rate protections often do not apply. The effective cost is frequently 40% to 150% annualized, or more. If a company promises you fast cash in exchange for a percentage of your daily sales, walk away and call the WV SBDC first.
Online Lenders with Triple-Digit APRs
Some online lenders advertise aggressively to small businesses and contractors. If the APR (annual percentage rate) is above 36%, pause. A CDFI or credit union can almost always do better, even if it takes a few more days to process.
Upfront Fees Before Approval
Legitimate lenders do not charge you hundreds of dollars before approving your loan. If someone asks for a large upfront fee just to process or review your application, it is likely a scam or a predatory broker.
Urgency and Pressure
No legitimate lender will tell you that you must sign today or lose the offer. Pressure tactics are a red flag. Financing decisions should feel calm and considered.
Loan Stacking
Some lenders encourage you to take multiple loans at the same time. This can quickly overwhelm your cash flow. Take one loan, prove it works, then consider additional financing later if needed.
Personal Guarantee Confusion
Many small business loans require a personal guarantee, meaning you are personally responsible if the business cannot repay. This is common and not necessarily bad — but make sure you understand it before you sign. Ask your lender to explain every term in plain language.
Title Loans on Business Vehicles or Equipment
Using a work truck or piece of equipment as collateral for a short-term, high-interest title loan can leave you without the tools you need to earn income. These products are almost never worth the risk. Explore a CDFI equipment loan instead.
If you are unsure whether a product is fair, bring the offer to the WV SBDC or a local CDFI advisor before signing. That service is free.
The rules where you are.
Before you borrow or sign anything, there are several West Virginia-specific rules and programs worth knowing.
Business Registration
If you are not yet formally registered, you will need to register your business with the West Virginia Secretary of State before most lenders will process your application. You can register as a sole proprietor, LLC, or corporation online at sos.wv.gov. Registration fees are low, and the WV SBDC can walk you through the process for free.
West Virginia Small Business Revolving Loan Fund
The WV Department of Economic Development administers a state-level revolving loan fund designed to supplement private financing for small businesses in underserved areas. Doddridge County qualifies as a rural, underserved area under this program. Ask the WV SBDC or the WV Department of Economic Development for current program availability and terms.

WV Neighborhood Investment Program (NIP)
This program provides tax credits to businesses and individuals who donate to approved nonprofits and CDFIs in West Virginia. If you are working with a CDFI like NCIF or Woodlands, their ability to lend to you may be partly supported by NIP donations — meaning local investment directly funds your opportunity.
Usury and Lending Laws
West Virginia has relatively strong consumer and small business lending protections. The state limits certain interest rates on consumer loans. However, many predatory products — including merchant cash advances and some online installment loans — are structured to fall outside these protections. If a product feels expensive or confusing, ask the WV SBDC or a local CDFI to review it before you sign.
Business Personal Property Tax
In West Virginia, business equipment and inventory are subject to personal property tax. This is not a loan issue, but new business owners are sometimes surprised by it. Factor it into your cash-flow planning from the start.
Contractor Licensing
If you are a contractor in construction, electrical, plumbing, or HVAC, West Virginia requires a state contractor's license. Some lenders will ask to see this as part of your application. Contact the WV Division of Labor at labor.wv.gov for licensing requirements.
