DeKalb County holds some of metro Atlanta's most different housing markets within a few miles of each other — pricey intown Decatur, mid-century ranches in Tucker, townhomes along Buford Highway, and more attainable single-family homes in Stone Mountain, Lithonia and south DeKalb. What Home Financing Means in DeKalb County

It's a process, not a rejection.

A mortgage is a loan secured by the home itself: you put money down, borrow the rest, and repay it over many years. If you stop paying, the lender can take the house. The main types:

  • Conventional loans — not government-backed. Best terms for strong credit and steady documented income.
  • FHA loans — federally insured, more forgiving on credit and down payment. Common for first-time buyers.
  • VA loans — for eligible veterans and service members, often with no down payment.
  • ITIN mortgages — offered by a smaller set of lenders for borrowers who file with an ITIN. Expect more money down and a higher rate, but they exist.
  • Investor loans — for buying a rental, often underwritten on the property's rent rather than your paycheck. More expensive.
  • State first-time buyer loans — Georgia's housing finance program, run through the Department of Community Affairs, offers first-time buyer loans with down payment help through participating lenders.

DeKalb's housing is a patchwork. Intown Decatur and the neighborhoods near Emory are among the most expensive in the region.

Tucker, Clarkston and the older suburbs carry mid-century ranch houses with big lots and aging systems.

Chamblee, Doraville and the Buford Highway corridor mix older apartment complexes, townhomes and condos. Stone Mountain, Lithonia, Stonecrest and much of south DeKalb have more attainable single-family homes, many in subdivisions with homeowners associations.

The competition for starter homes in metro Atlanta has been real, including from investors who buy single-family houses to rent. That means a first-time buyer here needs to be fully prepared before shopping: pre-approved, with the down payment documented and the first-time buyer program already lined up.

Older houses come with older roofs, HVAC systems, sewer lines and the occasional big tree over the roof. In a city famous for its tree canopy, storm damage from falling limbs is a real line in the budget. Get a thorough inspection, and ask your insurer how the age of the roof affects the premium.

Who Qualifies for a Home Loan in the DeKalb County Economy

Forget what the banks say.

Mortgage lenders want three things: steady, documented income; a credit history that shows you pay what you owe; and savings for the down payment, closing costs and a cushion.

  1. 01**The hospital

    University or public health employee.** Steady W-2 income from the large institutions in the county makes you a strong conventional or FHA candidate — and some employers offer homebuying help. Ask HR.

  2. 02**The government or school employee

    ** Public-sector income is among the most bankable there is. Some first-time buyer programs offer extra help for teachers, public safety workers and health care workers; ask your lender.

    ** You will usually need two years of self-employment returns. If you write off every expense, your taxable income may look too small. Talk to your tax preparer before the year you plan to buy.

    A cash business that reports little income will have trouble — a reason to start reporting and depositing now.

    ** You can buy a home with an ITIN, through fewer lenders and usually with more money down. Clean tax filings, a documented rent history and savings in a bank account open that door.

  2. 06**The refugee or new arrival in Clarkston

    ** With work authorization and a Social Security number, you can use FHA and the state program — what you need is credit history and documented income, which a year of careful work can build.

  3. 07**The small investor

    ** A duplex or a rental house in south DeKalb can be financed with an investor loan. Check the homeowners association's rental rules first; many restrict or cap rentals.

WHAT TO AVOID

Don't fall into these traps.

Lease-purchase and contract-for-deed deals.

You pay toward a purchase but do not own the home, and in a fast-foreclosure state the protections you think you have may not exist. Have a real estate attorney read it first.

We-buy-houses offers for heirs and older owners.

If you inherit a house or are helping a parent, get an appraisal before accepting a cash offer. Many are far below value.

Foreclosure-rescue and loan-modification fees.

If you fall behind, call your lender and a HUD-approved counselor directly. Anyone who charges you to talk to your lender is a red flag, and anyone who asks you to sign over your deed is worse.

Notarios and unlicensed helpers.

In Georgia, a notary public is not a lawyer or a loan officer. Do not pay one to arrange a mortgage.

Skipping the inspection on an older house.

Old sewer lines, aging roofs and trees over the house can cost more than your down payment.

Investor seminars and hard-money loans.

Expensive courses promising easy rental income have cost many small investors their savings. Run the numbers with real rents, real taxes and the association's rental rules.

Pressure.

Real lenders do not have offers that expire at five o'clock.

Georgia Rules That Surprise Home Buyers

The rules where you are.

Foreclosure in Georgia is fast.

Georgia allows lenders to foreclose without going to court, through a public sale held at the county courthouse after a notice runs in the local legal newspaper. The timeline can be much shorter than in many states. If you fall behind, call your lender and a HUD-approved housing counselor right away — do not wait for the letters to pile up.

File for your homestead exemption.

Once you own and live in the home, apply with the DeKalb County tax assessors' office by the deadline. DeKalb's homestead exemptions reduce your taxable value and include protection against fast increases in assessed value for homesteaded owners. Missing it can cost you for years.

Do not budget from the seller's tax bill.

A long-time owner with homestead protections may pay far less than you will. Ask the lender to estimate taxes at your purchase price.

Closing costs include state taxes.

Georgia charges a transfer tax on the sale and an intangible recording tax on new mortgages. They will be on your loan estimate; just do not be surprised.

Cities and the county both matter.

Depending on the address, your property taxes, permits and services may come from DeKalb County alone or from a city as well — Decatur, Tucker, Stonecrest, Brookhaven, Chamblee, Doraville, Dunwoody and others each have their own rules and millage. Two similar houses a mile apart can carry different tax bills.

Associations have real power.

Many DeKalb subdivisions and townhome communities have homeowners associations with dues, rental restrictions and the right to place liens for unpaid fees. Read the covenants before you buy, especially if you plan to rent the home later.

Check flood zones.

Peachtree Creek, the South River and smaller streams carry mapped flood zones. In a high-risk zone with a federally backed loan, flood insurance is required.
