What Home Financing Looks Like in Cameron County

It's a process, not a rejection.

Home financing covers more than one thing. A purchase mortgage buys a house you do not yet own. A construction or rehab loan pays for building or fixing in stages. A refinance replaces an existing loan, usually to lower the payment.

A home equity loan borrows against value you have already built.

And a lot loan or land loan buys ground you plan to build on later — which in this county is a very common first step.

Cameron County housing does not look like a subdivision brochure.

Inside Brownsville, Harlingen and San Benito there is ordinary housing stock and ordinary mortgages.

Outside the city limits there are colonias and unincorporated subdivisions where families bought a lot years ago, put in a slab, then a frame, then a roof, paying cash as the work seasons allowed. There is also a long history in the Valley of land sold on owner-financed contracts — sometimes fair, sometimes not — where the buyer pays for years before the deed ever changes hands.

Which of those describes you decides everything else. A conventional mortgage is built for a finished house on a clean title. If your situation is a partly built house, an unrecorded contract, or a lot with no water hookup yet, the mortgage market is not where you start. The mission tier and the public programs are.

Who Qualifies — and How Border-Economy Income Gets Read

Forget what the banks say.

A mortgage lender is asking three questions: is the income real and likely to continue, is the debt load manageable, and is the property worth the loan. How you answer depends on how you earn.

  • Steady W-2 work — school district, hospital, port, city, retail — is the easiest file to document and the fastest to close
  • 1099 subcontracting in the trades usually needs two years of tax returns, and the number that matters is what you reported after write-offs, not what you grossed. Aggressive deductions lower your taxes and shrink the house you qualify for. That trade-off is worth planning two years ahead of buying
  • Seasonal income — island hospitality, produce season, farm labor contracting — is usually averaged across the year rather than discounted, but you will be asked to show that the pattern repeats
  • Cash income is the hard one. Money that never landed in a bank account and never appeared on a return is, to a lender, income that does not exist. Start depositing it now; the file you need is built over months, not days
  • Mixed households are common here. If one person has a Social Security number and another has an ITIN, ask how each institution handles a joint application — some will lend to the one with the stronger file

Credit matters, but thin credit is not the same as bad credit, and several lenders will build a file from rent, utility and phone payment history. Ask about manual underwriting if an automated system has already told you no.

On ITIN mortgages: they exist. They are portfolio loans a lender keeps on its own books rather than selling, so availability is institution by institution. The only way to find out who writes them in this county is to ask each one directly.

WHAT TO AVOID

Don't fall into these traps.

Unrecorded owner-financed contracts.

If your contract was never recorded and the seller keeps the deed, you can pay for years and still not own the land. Take the contract to a counselor. Ask whether it complies with Texas requirements for executory contracts, and get whatever you sign recorded.

Lots sold without water or sewer.

A cheap lot with no utility service is not a bargain — it is a lot you cannot finance, cannot legally occupy, and cannot easily resell. Confirm service with the utility district before any money changes hands.

Flood risk nobody mentioned.

Ask for the flood zone and get an insurance quote before you fall in love with a house. This is a low, flat, coastal county. That cost is part of the price.

Cash-out refinance pitches that promise speed.

Texas home equity rules include a mandatory waiting period. Anyone promising to close your homestead cash-out in a few days is either wrong or cutting a corner you will inherit.

Deed transfers dressed up as help.

If anyone offers to "hold" or "fix" your title, or asks you to sign a deed to stop a foreclosure, stop. You are being asked to give away your house. Free HUD-approved counseling exists specifically for this.

Upfront fees and urgency.

Legitimate costs appear on a written loan estimate. Any fee demanded in cash before you have a written estimate, and any offer that expires today, is a warning about the person in front of you — not about the market.

Texas-Specific Notes on Buying and Borrowing

The rules where you are.

Texas has its own rules on homes, and two of them matter enormously here.

First, the homestead. Texas homestead protection shields your primary residence from most creditors, and the homestead exemption lowers your property tax bill. File for it with the county appraisal district after you close. Nobody does it for you, and people go years without claiming it.

Second, home equity. Texas restricts borrowing against a homestead more tightly than almost any other state: there are notice requirements, a waiting period between application and closing, a hard ceiling on total borrowing against the home, and limits on fees. This is why a cash-out refinance in Texas moves slower than an out-of-state lender's advertising suggests. The rules are protective — they exist because of a long history of people losing homes to equity stripping.

Third, owner-financed land. Texas law regulates executory contracts — contract for deed and rent-to-own arrangements — with requirements about disclosure, recording and the seller's duty to deliver a deed. If you are buying land this way, you may have more rights than you were told. Have the contract read by a HUD-approved counselor or a lawyer before you pay another installment.

Also: Texas has no state income tax and comparatively high property taxes, so your monthly payment is more tax-and-insurance than buyers from other states expect. And in colonias and unincorporated areas, water and wastewater service is a condition of financing, not an afterthought — confirm it before you buy the lot.

    In Cameron County, home financing depends on which situation you are actually in: buying a finished house, building slowly on a lot you already own, or paying on an owner-financed contract for land.
