No agenda

We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.

Based here vs. serves here

A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.

Where this comes from

Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.

THE GUIDE

Buying a home in Pacific County, Washington — whether in Long Beach, South Bend, Raymond, or the surrounding coastal communities — takes some planning, but there are real local resources to help you get there. This guide walks you through what home financing is, who qualifies in this region, what paperwork you will need, and which local lenders and programs actually serve Pacific County residents. We also cover Washington State-specific rules and flag common traps so you can move forward with confidence and without surprises.

What Is Home Financing?

Home financing means borrowing money to purchase a home and repaying it over time — usually 15 to 30 years — with interest. The loan is secured by the property itself, which means the lender can reclaim the home if payments are not made. The most common types of home loans available in Pacific County are:

  1. 01**Conventional loans**

Offered by banks and credit unions, typically requiring a credit score of 620 or higher and a down payment of 3–20%.

  2. 02**FHA loans**

Insured by the federal government, allowing down payments as low as 3.5% and more flexible credit requirements. Good for first-time buyers.

  3. 03**USDA Rural Development loans**

Because much of Pacific County is classified as rural, many buyers here may qualify for USDA loans with zero down payment.

  4. 04**VA loans**

For eligible veterans and active-duty military, offering no down payment and no private mortgage insurance.

  5. 05**ITIN loans**

For buyers who do not have a Social Security Number but have an Individual Taxpayer Identification Number. Several lenders serve this community.

Who Qualifies in Pacific County?

Pacific County has a working-class, resource-based economy built on fishing, timber, agriculture, and small coastal tourism businesses. Lenders understand that income here often looks different from a salaried office worker's — and many local programs are built around that reality.

You may qualify if you:

  • Have steady income from fishing, logging, farming, construction contracting, or seasonal work — even if it is not a standard W-2 paycheck.
  • Are self-employed and can show two years of tax returns or bank statements.
  • Have an ITIN rather than a Social Security Number — several lenders in the region accept ITIN documentation.
  • Have limited credit history but a record of on-time rent, utility, or phone payments.
  • Are a first-time homebuyer — Washington State has dedicated programs for you.
  • Are a veteran — Pacific County has a veteran community, and VA loans are widely available.

Income and property limits: Because Pacific County is a lower-cost rural area, USDA Rural Development income limits and home price limits are generally more generous than in urban counties. As of recent guidelines, most of Pacific County qualifies for USDA loan eligibility — meaning a zero-down loan may be within reach for moderate-income households.

Don't count yourself out. Many buyers in Raymond, South Bend, and the Long Beach Peninsula assume they won't qualify because of irregular income or past credit issues. Local lenders and CDFIs are accustomed to working with exactly these situations.

Documents You Will Typically Need

Get your papers in order.

Getting your paperwork organized early makes the process much smoother. Here is what most lenders will ask for:

Identity & Residency

  • Government-issued photo ID (driver's license, passport, or consular ID/matrícula consular)
  • ITIN letter from the IRS (if you do not have a Social Security Number)
  • Social Security Number or card (if applicable)

Income Verification

  • Last two years of federal tax returns (all pages)
  • W-2s or 1099s from the past two years
  • Recent pay stubs (last 30 days) if you are employed
  • Profit and loss statement if you are self-employed
  • 12–24 months of bank statements (some lenders use these instead of tax returns)
  • Documentation of seasonal or fishing income, including vessel permits or processor statements if relevant

Assets

  • Bank account statements (last 2–3 months)
  • Documentation of any gift funds (a gift letter may be required)

Property

  • Signed purchase agreement (once you have one)
  • Information about the home, including address and listing details

Credit

  • Lenders will pull your credit report — you do not need to bring it, but review it at annualcreditreport.com beforehand so there are no surprises.

If your situation is non-traditional — seasonal work, mixed income sources, no credit score — ask about alternative documentation programs before assuming you don't qualify.

WHAT TO AVOID

Don't fall into these traps.

Pacific County's rural, lower-income profile makes it a target for some predatory lending practices. Here is what to watch for:

Unusually high interest rates with pressure to sign quickly

A legitimate lender will give you time to review your Loan Estimate — a standardized form the law requires them to provide. If anyone pressures you to sign before you have read everything, walk away.

Balloon payment loans

Some lenders offer low initial payments that balloon into a large lump sum after a few years. If you cannot pay the balloon, you lose the home. Avoid these unless you have a very clear plan and legal advice.

Yield-spread premiums hidden in the rate

Always compare the APR (Annual Percentage Rate), not just the stated interest rate. The APR includes fees and gives you a truer picture of the loan's cost.

"No-doc" or "stated income" loans at very high rates

While alternative documentation loans are legitimate for self-employed borrowers, some predatory lenders use them to justify inflated rates. Always get quotes from at least two or three lenders.

Rent-to-own or contract-for-deed arrangements without legal review

These are not inherently bad, but in Pacific County there have been cases where buyers make years of payments on informal contracts, then discover the seller never had clear title. Always have a real estate attorney review any contract before signing.

Deed theft and equity stripping

If someone approaches you with an offer to "save your home" from foreclosure by transferring the deed to them temporarily, this is almost always a scam. Contact a HUD-approved counselor or attorney immediately.

Unlicensed lenders

Verify any lender's license through the Washington Department of Financial Institutions: dfi.wa.gov or 877-746-4334. All mortgage lenders and loan officers in Washington must be licensed.

The rule of thumb. If an offer sounds too good — zero closing costs, no income check, guaranteed approval — it probably comes with a hidden cost. Take your time. Good loans don't disappear overnight.

RIGHT HEREWashington, and the rules that apply in Pacific County.
Washington State-Specific Regulatory Notes

The rules where you are.

Washington State has consumer protections and rules that affect your home purchase. Here is what to know:

Deed of Trust State

Washington uses a deed of trust rather than a traditional mortgage. In practice, this means if you default, the foreclosure process can move faster than in some other states (non-judicial foreclosure is allowed). This makes it all the more important to choose a loan payment you can comfortably afford — not just the maximum you qualify for.

Washington Foreclosure Fairness Act

If you ever fall behind on payments, Washington's Foreclosure Fairness Act gives you the right to request mediation with your lender before foreclosure proceeds. This is a meaningful protection — use it if you ever need it. Contact the Washington State Department of Commerce for referrals.

Real Estate Excise Tax (REET)

Washington charges a Real Estate Excise Tax on home sales, paid by the seller. However, understanding this helps you negotiate — sellers factor REET into their net proceeds.

No State Income Tax

Washington has no state income tax, which benefits buyers calculating long-term affordability. However, property taxes and the state's sales tax (including on some closing-related services) still apply.

Property Tax Exemptions

Pacific County senior citizens and people with disabilities may qualify for the Washington State property tax exemption program, which can reduce ongoing costs significantly. Contact the Pacific County Assessor's Office in South Bend: 360-875-9300.

Title and Escrow

Washington requires that real estate closings be handled by a licensed escrow officer or attorney. Your closing will go through a neutral escrow company — this is standard and protects both buyer and seller.

THE SHORT VERSION

The short version.

  1. 01

Here is the short version of everything in this guide:

  2. 02

Pacific County is a rural county, and that works in your favor. USDA zero-down loans are available to many households here, and state programs through WSHFC can cover part of your down payment.

  3. 03

Your income counts, even if it's from fishing, timber, seasonal work, or self-employment. Local lenders like Timberland Bank, TwinStar Credit Union, and Riverview Community Bank are familiar with this region's economy. Don't rule yourself out before talking to someone.

  4. 04

If you have an ITIN and no Social Security Number, you still have options. Ask specifically about ITIN mortgage programs at local credit unions or contact Self-Help Federal Credit Union.
