No agenda

We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.

Based here vs. serves here

A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.

Where this comes from

Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.

THE GUIDE

This guide helps solo contractors, small business owners, and real estate investors in Preston County, West Virginia understand their financing options. It focuses on the local lenders, CDFIs, and community organizations that actually serve this region — not just national programs. Whether you have a Social Security number or an ITIN, there are real pathways here. Take your time, compare your options, and never sign anything you don't fully understand.

What Is Small Business Financing?

Small business financing is any loan, line of credit, grant, or investment that helps you start, run, or grow a business. For solo contractors — plumbers, carpenters, landscapers, home-repair specialists — it might mean money to buy tools, a work truck, or insurance. For small real estate investors, it might mean funds to purchase or rehabilitate a rental property.

Financing can come from banks, credit unions, nonprofit lenders called CDFIs (Community Development Financial Institutions), or government-backed programs like SBA loans.

Each source has different rules, interest rates, and repayment terms.

The right option depends on your credit history, your income documentation, how long you have been in business, and what you need the money for. There is no single 'best' product — there is the product that fits your actual situation.

Who Qualifies? Understanding Preston County's Local Economy

Forget what the banks say.

Preston County is a rural Appalachian county anchored by Kingwood (the county seat), Rowlesburg, Terra Alta, and Tunnelton. The local economy runs on natural resources, agriculture, small-scale manufacturing, and a growing outdoor-recreation sector tied to the Cheat River and Monongahela National Forest edge communities. Here is what that means for borrowers:

  1. 01**Seasonal or variable income**

Many contractors and small operators here have income that fluctuates by season. Lenders familiar with rural Appalachia — especially CDFIs — are accustomed to underwriting variable-income borrowers and may look at a 12-to-24-month average rather than a single pay stub.

  2. 02**Limited credit history**

If you are newer to formal credit, some local credit unions and CDFI lenders offer credit-builder products alongside small business loans.

  3. 03**ITIN holders**

Preston County has a growing Hispanic workforce in agriculture, construction, and food service. If you do not have a Social Security number but do have an Individual Taxpayer Identification Number (ITIN), you are not locked out. Several CDFI and credit union partners in this region accept ITIN documentation for business loans and personal credit-building products.

  4. 04**Newer businesses**

If your business is less than two years old, conventional bank loans may be difficult. CDFI microlenders and SBA-backed programs often have more flexible seasoning requirements.

  5. 05**Real estate investors**

Small landlords looking to rehab properties in Preston County may qualify for USDA Community Facilities funding, state-level housing finance programs, or CDFI rehab loans designed for rural markets.

Documents You Will Typically Need

Get your papers in order.

Every lender is different, but gathering these documents before you apply will save you time at almost every institution:

For all borrowers:

  • Government-issued photo ID (driver's license, passport, or consular ID card — matrícula consular is accepted by some ITIN-friendly lenders)
  • ITIN or Social Security number
  • Two years of personal tax returns (or a written explanation if you have filed for fewer years)
  • Three to six months of personal and business bank statements
  • Proof of address (utility bill, lease agreement)

For business borrowers:

  • Two years of business tax returns (if available)
  • Profit-and-loss statement (even a simple spreadsheet works for some CDFIs)
  • Business bank account statements
  • Business license or registration with the West Virginia Secretary of State
  • Contracts or invoices showing work history (especially useful for contractors)
  • Brief business plan or description of how the loan will be used

For real estate investors:

  • Property address and purchase contract or current deed
  • Scope of work and cost estimates for rehab projects
  • Rent rolls or lease agreements (for existing rentals)
  • Property appraisal or tax assessment

If your records are not perfectly organized, do not let that stop you from making an appointment. Many CDFIs and credit unions will help you compile what you need — that is part of their mission.

WHAT TO AVOID

Don't fall into these traps.

Rural and immigrant small business owners are frequently targeted by predatory lenders. Here is what to watch for in Preston County and across West Virginia:

Merchant Cash Advances (MCAs)

These are not loans — they are the purchase of your future revenue. Annual percentage rates can exceed 100–200%. They are marketed aggressively to small businesses with limited credit history. If someone offers you fast money with no credit check and repayment tied to your daily sales, it is almost certainly an MCA. Avoid them.

Factor Rate Confusion

MCA and short-term lenders quote a 'factor rate' (like 1.3x or 1.5x) rather than an annual percentage rate. This hides the true cost. Always ask: 'What is the APR?' and get it in writing.

Upfront Fees Before Approval

Legitimate lenders do not require large upfront fees before you are approved. Application fees of $25–$100 are normal. Demands for hundreds or thousands of dollars before you see a loan are a red flag.

'Guaranteed Approval' Promises

No legitimate lender guarantees approval before reviewing your financials. Walk away from anyone who does.

Confessions of Judgment (COJs)

Some business loan agreements include a clause that waives your right to contest a default in court. West Virginia banned COJs in consumer loans, but they can still appear in business loan contracts. Have an attorney or CDFI counselor review any loan agreement before you sign.

Personal Guarantee Pressure

Most small business loans require a personal guarantee — that is normal. What is not normal is a lender pressuring you to guarantee a loan amount far larger than what you asked for, or without giving you time to review the terms.

Language Barriers Exploited

If you are more comfortable in Spanish, insist on documents in Spanish or bring a trusted interpreter. Do not sign documents in a language you cannot read. Reputable lenders and CDFIs serving Preston County will accommodate this request or refer you to someone who can.

RIGHT HEREWest Virginia, and the rules that apply in Preston County.
West Virginia State-Specific Regulatory Notes

The rules where you are.

Understanding a few West Virginia-specific rules will help you avoid surprises:

Business Registration

All businesses operating in West Virginia must register with the WV Secretary of State's office (sos.wv.gov). Many lenders require proof of this registration. The process is straightforward and costs as little as $25–$100 depending on your business structure.

Contractor Licensing

If you are a contractor in Preston County, you may need a WV Contractor's License from the WV Contractors Licensing Board in addition to any county-level permits. Having this license in hand strengthens a loan application significantly.

Usury and Interest Rate Caps

West Virginia has consumer lending interest rate protections. For personal loans, the general usury cap is 8% unless a specific exception applies. Business loans have fewer statutory caps, which is one reason predatory business lenders target small operators — see the next section.

WV Homestead and Homeowner Protections

If you are using home equity to secure a business loan, West Virginia has a homestead exemption of $25,000 ($50,000 for joint filers) that protects a portion of your primary residence in bankruptcy — but this does not protect you from a voluntary lien you sign onto. Be cautious about pledging your home.

ITIN and State Taxes

ITIN holders can file WV state income taxes and are treated as taxpayers under state law. Some lenders will ask for WV state tax returns in addition to federal returns.

Preston County Property Taxes

Real estate investors should note that Preston County property taxes are assessed by the county assessor. Tax records are publicly available and lenders will review them. Delinquent taxes can complicate or block a loan closing.

THE SHORT VERSION

The short version.

  1. 01

If you run a small business or work as a solo contractor in Preston County, West Virginia, you have real financing options — even if your income varies by season, your credit history is limited, or you use an ITIN instead of a Social Security number.

  2. 02

    1. Get free advice first. Contact the WV Small Business Development Center (wvsbdc.com) or the SBA West Virginia District Office in Clarksburg. They offer free counseling and will not try to sell you anything.

  3. 03

    2. Talk to a CDFI. The Natural Capital Investment Fund (ncifund.org) is your best first call for a small business loan in rural WV. They understand Appalachian borrowers and work with ITIN holders.

  4. 04

    3. Check your local credit union. WV United Federal Credit Union and Mountaineer Area Federal Credit Union are member-owned and generally more flexible than big banks.
