How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.

What Is Business Financing?
Business financing is money that helps you start, run, or grow a business — or fund a real estate investment tied to business activity. It comes in several forms:
- 01**Small business loans**
A lump sum you borrow and repay over time, usually with interest. Good for equipment, renovations, working capital, or buying property.
- 02**Lines of credit**
A flexible pool of money you draw from as needed. Useful for contractors managing uneven cash flow between jobs.
- 03**Microloans**
Smaller loan amounts (often $500–$50,000) designed for newer or smaller businesses that may not yet qualify for traditional bank loans.
- 04**SBA-backed loans**
Loans made by local banks or CDFIs that carry a federal guarantee, which lowers the lender's risk and can mean better terms for you.
- 05**Grants and forgivable loans**
Funds from state or local programs that may not need to be repaid if you meet certain conditions — common in rural development programs.

Forget what the banks say.
Wayne County is a rural Appalachian county in the Tri-State area (where West Virginia, Kentucky, and Ohio meet). The local economy includes construction and contracting trades, small retail and service businesses, agriculture, timber, and real estate investment in affordable housing. Many business owners here are self-employed, seasonal, or work multiple income streams.
You may qualify for local financing if you:
- Have operated a business or trade for at least 6–12 months (some microloan programs accept startups with a strong plan)
- Can show income through bank statements, invoices, or tax returns — even if your income is irregular
- Have a credit score of 580 or above (some CDFI programs accept lower scores with compensating factors)
- Use an ITIN to file taxes — ITIN-friendly lenders in the region do exist
- Are a sole proprietor, LLC, or small partnership
Sectors with specific support in this region:
- Construction and home improvement contractors
- Small landlords and affordable housing investors
- Agribusiness and rural enterprises
- Women-owned and minority-owned businesses
Even if you've been turned down by a bank before, a CDFI or community lender may still be able to help. Their underwriting looks at the whole picture, not just your credit score.

Get your papers in order.
Having your paperwork ready before you apply saves time and shows lenders you are organized. Requirements vary by lender, but most will ask for some combination of the following:
Personal & Identity Documents:
- Government-issued photo ID (driver's license, passport, or consular ID)
- ITIN or Social Security Number
- Proof of address (utility bill, lease agreement)
Business Documents:
- Business license or registration (West Virginia Secretary of State)
- EIN (Employer Identification Number) from the IRS, if applicable
- Articles of organization or incorporation, if you have an LLC or corporation
Financial Documents:
- Last 2 years of personal and/or business tax returns
- Last 3–6 months of bank statements (personal and business)
- Profit and loss statement (a simple income vs. expenses summary is fine for sole proprietors)
- List of outstanding debts or liabilities
For Real Estate or Equipment Loans:
- Property address and estimated value or purchase price
- Any existing lease agreements if the property is rented
- Contractor bids or cost estimates if you are doing improvements
For SBA-Backed Loans:
- A basic business plan (1–3 pages is enough for smaller loans)
- Collateral description (real estate, equipment, vehicles you own)
If you are missing some of these, talk to a CDFI or small business development center first — they can help you prepare before you apply.

Don't fall into these traps.
Not every lender has your best interest at heart. Here are the most common traps to watch for when seeking business financing in Wayne County.
1. Merchant Cash Advances (MCAs)
MCAs are not loans — they are advances on future sales, often with effective interest rates of 60%–400% annually. They are marketed aggressively to small businesses and contractors. If a lender talks about "factor rates" instead of interest rates, ask for the APR before signing anything.
2. High-Fee Online Lenders
Some online platforms offer fast approvals with very high origination fees, daily repayment schedules, and prepayment penalties. Speed is not worth a triple-digit APR. A CDFI may take longer but will cost far less.
3. "No Credit Check" Business Loans
Legitimate lenders always review some form of financial history. "No credit check" offers almost always come with extreme fees or require you to sign over business assets.
4. Advance-Fee Scams
If someone asks you to pay a fee upfront before receiving a loan — whether called an "insurance fee," "processing fee," or "collateral fee" — walk away. This is almost always a scam.
5. Pressure to Sign Quickly
Any lender who creates urgency — "this offer expires today," "you must sign now" — is not acting in your interest. Reputable lenders give you time to read documents and ask questions.
6. Confessions of Judgment
Some predatory business lenders include a "confession of judgment" clause that lets them take money from your bank account without notice if they claim you missed a payment. These are illegal in many states but may appear in contracts from out-of-state lenders. Read every page.
7. Unlicensed Brokers
Some people offer to "connect" you with lenders for a fee. In West Virginia, mortgage brokers must be licensed. Business loan brokers face less regulation. If a broker asks for money upfront, do not pay it.
What to do instead. Start with the WV SBDC (free advising), reach out to a local CDFI, or contact the Wayne County EDA. These organizations have no financial incentive to push you into a bad loan.
Everything below is set by West Virginia, and it reads the same in every county in it. The 3 marks above are this county's own doors — who opens one is decided by them, not by the state.
The rules where you are.
Understanding the state rules that affect your loan or business can protect you and help you move faster.
West Virginia Business Registration:
Before you apply for most business loans, you should register your business with the West Virginia Secretary of State. LLCs and corporations must file articles of organization or incorporation. Sole proprietors doing business under a trade name should file a DBA (Doing Business As). Registration is done at sos.wv.gov.
West Virginia Usury and Lending Laws:
West Virginia has consumer lending protections under the West Virginia Consumer Credit and Protection Act (WVCCPA). For consumer loans, interest rate caps apply. Business loans have different rules. Be aware that payday lenders and certain out-of-state online lenders may attempt to circumvent state protections — this is a reason to stick with regulated local lenders and CDFIs.
WV Economic Development Programs:
The West Virginia Development Office administers several programs relevant to small businesses:
Provides subordinated debt financing to WV companies creating jobs.
Tax credits that encourage private investment in community projects, including small business support.
For manufacturers and businesses creating significant employment. Rural Development Support: Wayne County qualifies for USDA Rural Development programs, including the USDA Business & Industry (B&I) Loan Guarantee program, which can back larger loans for businesses in rural areas. Contact the USDA Rural Development office in Charleston or Huntington for details. Tax Filing with ITIN: Filing taxes with an ITIN is legal and valid in West Virginia and federally. Lenders and programs that ask for a tax return will accept returns filed with an ITIN. Keep copies of all your filed returns — they are one of your strongest proof-of-income documents.
