Buying or refinancing a home in Hillsborough County means dealing with three things at once: the loan, the insurance, and the property taxes. This guide covers all three in plain language — what kinds of home loans exist, who qualifies when your income comes from a trade or from tips, what documents underwriters ask for, which institutions in and around Tampa handle mortgages, what Florida law and Florida weather add to the process, and which offers to walk away from.
It's a process, not a rejection.
Home financing is a loan secured by the house itself. The main shapes are a purchase mortgage, a refinance that replaces a loan you already have, a home equity loan or line of credit that borrows against value you have built, a renovation loan that funds repairs inside the mortgage, and down payment assistance, which is usually a second loan or a grant layered underneath the first mortgage rather than a mortgage itself.
Hillsborough County holds roughly 1.46 million people, and its housing stock is as varied as its economy: older bungalows in Tampa's historic neighborhoods, block houses from the postwar decades, newer subdivisions pushing east toward Plant City and south toward Ruskin and Wimauma, condominiums near the water, and manufactured homes on land in the rural county.
Each finances differently. A manufactured home on rented land is a different loan from the same home on land you own.
A condo brings the building's own finances into your approval.
A 1950s block house may need a repair escrow before a lender will close.
The part that surprises newcomers is that here your insurance quote can decide your approval. Lenders qualify you on the total monthly payment, and in this county that payment includes windstorm coverage and, in much of the county, flood coverage. Get an insurance quote early — before you fall in love with an address.

Forget what the banks say.
An underwriter is answering one question: will this payment be made every month for years? They look at income and its steadiness, debts against that income, credit history, down payment, and the house itself.
What that means for people who earn the way this county earns:
- Self-employed and 1099 trades — roofers, framers, HVAC and electrical subs, landscapers, truck owner-operators. Expect two years of tax returns, and know that underwriters read your net income after write-offs, not your gross. The deductions that lower your tax bill also lower the income you qualify on. Talk to a loan officer before your next return is filed, not after.
- Tipped and hourly hospitality workers — tips that pass through payroll count; cash tips that never appear on a stub usually do not. Two years of W-2s and recent stubs carry the file.
- Seasonal agricultural and packing-house workers — a lender can average a seasonal pattern, but needs it documented across years, not one strong season.
- Households with more than one earner — bring every documented income source, including a spouse's side work.
- First-time buyers — you are the audience for down payment assistance, and more of it goes unclaimed than claimed.
On ITIN: some lenders run ITIN mortgage programs and many do not. These are typically portfolio loans a lender keeps on its own books, and terms vary widely.
Do not assume, and do not let anyone tell you it is impossible — ask each institution directly whether they lend on a home to ITIN holders.

Get your papers in order.
A mortgage file is thicker than a business loan file. Gather these first:

Don't fall into these traps.
You make payments for years and the deed stays in someone else's name. One late payment and you can lose everything you put in, with no equity and no foreclosure protection. If someone offers you a house "without the bank," have a real estate attorney read the paper before you pay a dollar.
Repeated cash-out refinancing that buries closing costs into the balance each time can leave you owing more on a house you have owned for years. Ask for the total cost over the life of the loan, not just the payment.
If your quoted payment does not include taxes and insurance, it is not your payment. Ask for the full figure with escrow included, in writing, and check that the insurance number is a real bound quote and not a placeholder.
When the seller, the lender, the appraiser, and the title company all arrive together as a package, get your own appraisal and your own attorney.
After a hurricane, contractors show up with financing attached and a signature line. Never sign a repair contract assigning your insurance benefits to the contractor without understanding exactly what you are giving up.
Everything that matters in a mortgage is in writing. If a loan officer will not put a promise in the loan estimate, the promise does not exist.

The rules where you are.
Florida's homeowners insurance market is difficult, and a lender will not close without a bound policy. Windstorm coverage is standard in the conversation here, and a separate flood policy is required whenever the property sits in a designated flood zone — which covers a great deal of southern and coastal Hillsborough. Older roofs are the most common reason a policy is declined or priced out of reach, so ask the roof's age before you write an offer.
Florida has no state income tax, so property taxes carry more of the local load. If the home is your primary residence, file for the homestead exemption with the county property appraiser; Florida law also limits how fast the assessed value of a homesteaded property can rise. When you buy, the seller's tax bill is not your tax bill — budget on the reassessed amount, not on what the listing shows.
Closings run through a title company or a real estate attorney, and title insurance is standard. Florida also charges documentary stamp taxes on the deed and on the mortgage note, which is real money on the closing statement. If the property is a condo, note that Florida associations must maintain reserves and inspect older buildings, and special assessments from that work can be significant — a lender will review the association's finances as part of your approval.
Financing depends on whether the home is titled as real property on land you own, or as personal property on rented land. The first is a mortgage; the second is usually a chattel loan with shorter terms and higher rates. Know which you are being offered.

So run it in this order: get an insurance quote for the kind of house and the area you are considering, then talk to a lender, then start shopping.
