How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Ware County, Georgia has a modest but growing housing market anchored by Waycross and supported by a mix of local credit unions, community banks, and state-backed programs. Whether you are buying your first home, investing in a rental property, or building as a solo contractor, there are real local resources that can help you move forward — even without a Social Security Number. This guide walks you through what home financing looks like in Ware County, who qualifies, what paperwork you need, and which local institutions actually serve this community.
It's a process, not a rejection.
Home financing is simply borrowing money to buy, build, or improve a home — and agreeing to pay it back over time, usually with interest. In Ware County, the most common types are:
- 01**Conventional mortgages**
Standard home loans from a bank or credit union, typically requiring a credit score and down payment.
- 02**FHA loans**
Government-backed loans with lower down payment requirements (as low as 3.5%), useful for first-time buyers.
- 03**USDA Rural Development loans**
Because much of Ware County is classified as rural, many residents qualify for zero-down-payment loans backed by the U.S. Department of Agriculture.
- 04**ITIN loans**
Home loans available to buyers who have an Individual Taxpayer Identification Number instead of a Social Security Number. Several lenders in Georgia offer these.
- 05**Hard money / private loans**
Short-term loans used by investors, often for fix-and-flip projects. Higher cost, shorter terms — use with care.

Forget what the banks say.
Ware County's economy is built around forestry, healthcare (Memorial Satilla Health is a major employer), retail, and small contracting businesses. That mix matters for lenders, because income documentation looks different depending on what you do.
W-2 employees (hospital workers, retail staff, government employees) typically qualify most easily — lenders love steady, documented pay.
Solo contractors and self-employed workers — including many in forestry, construction, and landscaping — need to show two years of tax returns and profit-and-loss statements. Some local lenders also accept bank statement loans, where 12–24 months of deposits stand in for tax returns.
ITIN holders — immigrants who pay taxes with an Individual Taxpayer Identification Number instead of a Social Security Number — can qualify through ITIN mortgage programs. You will need a strong payment history on rent, utilities, or other bills in place of a traditional credit score.
Small real-estate investors — buying one to four units — can often count projected rental income toward their qualifying income, which helps with debt-to-income ratios.
Ware County is largely rural, which is a genuine advantage: USDA Rural Development loans cover most of the county, offering 100% financing to income-eligible buyers. Income limits for a family of four are roughly $110,650 (2024 estimate — confirm with a local lender).

Get your papers in order.
Every lender is different, but you should gather these before you apply:
For all borrowers:
- Government-issued photo ID (passport, driver's license, or consular ID)
- Two most recent bank statements (all pages)
- Proof of address (utility bill or lease)
- Social Security Number or ITIN
- Signed purchase contract (if you already have a property in mind)
For W-2 employees:
- Last two years of W-2 forms
- Last 30 days of pay stubs
- Most recent two years of federal tax returns
For self-employed or solo contractors:
- Last two years of personal and business federal tax returns
- Year-to-date profit-and-loss statement (your CPA or bookkeeper can prepare this)
- Business bank statements (12–24 months)
- Any contractor licenses or business registration documents
For ITIN applicants (additional items):
- ITIN letter from the IRS
- 12–24 months of rent payment history (cancelled checks, receipts, or landlord letter)
- Utility payment records showing consistent on-time payments
- Two years of tax returns filed with your ITIN
For investors:
- Current leases on any existing rental properties
- Schedule E from your tax return (shows rental income/loss)
- Property management agreement, if applicable
Organize these into a folder before your first meeting. It signals to the lender that you are prepared and serious.

Don't fall into these traps.
Not every lender or deal in Ware County will have your best interest at heart. Watch for these red flags:
Rent-to-own contracts with no path to title:
Some sellers in rural Georgia offer informal rent-to-own arrangements where you pay for years but never receive a deed. Always have a real estate attorney review any contract before you sign. Georgia Legal Aid (georgialegalaid.org) can help if cost is a concern.
High-cost "hard money" loans marketed as mortgages:
Hard money loans (short-term, high-interest loans from private investors) have legitimate uses for experienced investors doing quick renovations. But they are sometimes marketed to first-time buyers who cannot get conventional financing. They are not appropriate for long-term homeownership — the rates and fees can be crushing.
Unlicensed mortgage brokers:
In rural areas, it is not uncommon for individuals to offer to "connect you with lenders" without holding a Georgia mortgage broker license. Always verify at nmlsconsumeraccess.org.
Inflated appraisals on seller-financed deals:
If a seller is offering to finance the purchase themselves, get an independent appraisal from a Georgia-licensed appraiser. Do not rely solely on the seller's stated value.
Urgency and pressure tactics:
"This rate expires today" or "you must sign this weekend" are pressure tactics, not facts. Legitimate lenders give you time to review disclosures. The federal TRID rule requires lenders to give you at least three business days to review your Loan Estimate before proceeding.
Deed theft and title fraud:
This is a growing issue in rural Georgia. Always purchase owner's title insurance at closing and record your deed promptly with the Ware County Clerk of Superior Court (912-287-4340).
Ignoring the APR:
The interest rate headline is not the full cost of a loan. Always ask for the Annual Percentage Rate (APR), which includes fees. Compare APRs across lenders, not just interest rates.
Everything below is set by Georgia, and it reads the same in every county in it. The 3 marks above are this county's own doors — who opens one is decided by them, not by the state.
The rules where you are.
Georgia has its own rules that affect home buyers and investors in Ware County:
Georgia Fair Lending Act:
Georgia has one of the stronger state-level predatory lending laws in the country. It restricts excessive fees, prepayment penalties, and balloon payments on certain loans. If a lender's terms seem aggressive, this law may offer you protection. The Georgia Department of Banking and Finance (dbf.georgia.gov) is the oversight body.
Georgia Residential Mortgage Act:
All mortgage lenders and brokers must be licensed in Georgia. Before you work with anyone, verify their license at the Nationwide Multistate Licensing System (NMLS): nmlsconsumeraccess.org. This takes under two minutes and can protect you from unlicensed operators.
Property Taxes in Ware County:
Ware County's millage rate is relatively low compared to metro Georgia counties, which keeps carrying costs manageable for investors and homeowners alike. The Ware County Tax Assessor's office (912-287-4383) can confirm current rates and any homestead exemption you may qualify for. Georgia's standard homestead exemption reduces your assessed home value by $2,000 for state tax purposes — apply with the county.
USDA Eligibility Maps:
USDA periodically updates which areas qualify as rural. Most of Ware County currently qualifies, but verify your specific address at eligibility.sc.egov.usda.gov before counting on this program.
Georgia Dream Income Limits:
For Ware County, the Georgia Dream income limit is approximately $80,000 for households of 1–2 people and $92,000 for households of 3 or more (2024 estimates). Confirm current limits at dca.ga.gov.
The short version.
- 01
Ware County is a rural Georgia county with real, accessible home financing options — if you know where to look. Here is the short version:
- 02
1. Most of Ware County qualifies for USDA zero-down loans. If your income is moderate or low, this is likely your best starting point. Talk to Ameris Bank or Colony Bank, both of which are approved USDA lenders.
- 03
2. Georgia Dream adds $10,000–$12,500 in down payment help for income-eligible buyers, including healthcare workers and educators. Ask any participating lender about pairing this with a USDA or FHA loan.
- 04
3. If you are self-employed or a solo contractor, gather two years of tax returns and a profit-and-loss statement before you apply. Some lenders will accept bank statements instead.
