No institution is headquartered inside the Clay County line.
That is not a gap in this page, and it is not unusual: 27 of West Virginia's 55 counties hold a door in this lane, and Clay County is not one of them. What does serve it is below, by name and by town.
The doors in Clay County.
The CDFIs, credit unions, and microlenders that actually say yes — county by county, in two languages. We are not a lender. Nobody paid to be listed. And where a county has no good doors, we say so.

How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Mar 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Banks in Clay County often say no to contractors and small investors without perfect credit or a big down payment. This guide shows you the real doors: local credit unions, community development lenders, and state programs that actually understand West Virginia real estate. Start with your county intermediaries, not the national chains.
It's a door, not a wall.
Home financing in Clay County isn't blocked—it's misdirected. Banks tell you no, then send you nowhere. The truth: three layers of lenders exist between you and a mortgage, and the bank is the last one. First come community development finance institutions (CDFIs), credit unions, and SBA-backed lenders who know Clay County.
They see contractors and small investors as clients, not red flags.
Second come state programs and local loan funds designed for West Virginia. Third comes the conventional bank—useful only if you're already inside the door. Most people never knock on the first two.

Forget what the banks say.
When a bank rejects you, they don't explain—they just close the file. That silence costs you money and time. A bank rejection for a contractor or investor often means: your income doesn't fit their form, your credit is seven points below their rule, or you lack a 20% down payment they demand. None of that means no financing exists. CDFIs and credit unions base lending on cash flow, collateral, and character—not a credit score algorithm.
SBA programs exist to cover exactly the gaps banks create.
The bank's no is information, not fate. Take it to a local intermediary instead.

Four things. Get them in order.
- 01Know your collateral
What are you buying or refinancing? Land, residential rental, primary residence, commercial building? Clay County has different funding paths for each.
- 02Gather your last two years of tax returns
Business income statements if self-employed, and a clear picture of your credit—not a score, but the story (late payment, collection, charge-off, or clean).
- 03Identify your down payment capacity
CDFIs often require 15–20%; some go lower for experienced investors.
- 04Locate the nearest CDFI
Credit union branch, and SBA district office before calling anyone. You'll ask smarter questions and hear better answers.

Four doors worth knowing.
Door one is the WV Housing Development Fund (WVHDF). It offers down-payment assistance and lower rates for primary-residence buyers in rural counties like Clay. Contact them through the West Virginia State Housing Authority.

Based in Abingdon, Virginia. A community development financial institution, certified by the U.S. Treasury to lend where a bank will not, and used to a file that is not clean. It lends SBA microloan money.
BEST FORCommunity lending where a bank has already said no, and working capital, equipment and payroll for a small business.Based in Dunbar, West Virginia. An SBA intermediary, so the money is federal microloan money and the decision is made locally rather than by a national credit box.
BEST FORWorking capital, equipment and payroll for a small business.Based in Washington, Pennsylvania. Approved by the SBA to place microloans, which are deliberately small — the size a real first job or a first truck actually costs.
BEST FORWorking capital, equipment and payroll for a small business.Based in San Francisco, California. Zero-interest lending circles and credit building. SSN or ITIN accepted. Works through nonprofit partners across the country. A national nonprofit lender that works across state lines, so where you live is not what decides whether you get an answer. It will open an application with an ITIN instead of a social security number.
BEST FORA personal loan, or building a credit file from nothing — with no social security number.
Don't fall into these traps.
Trap one: a lender who promises fast approval without asking for tax returns or collateral details. Speed usually means they're hiding bad terms. Trap two: confusing a loan broker with a lender. Brokers charge fees upfront and may shop your application to predatory options; they're middle-people, not doors. Trap three: assuming you need perfect credit. You don't. But you do need honest cash flow and clear collateral. A CDFI will ask harder questions about your actual business than a bank would—that's a sign of thoroughness, not rejection.
A lender quotes a low initial rate but buries a balloon payment, a rate jump, or prepayment penalty in page seven.
A loan broker charges upfront fees, then sends your application to a lender who charges more fees, leaving you underwater before closing.
A lender refuses you based on a credit score alone, ignoring your cash flow and collateral; this means they're not designed for your situation—keep looking.
Everything below is set by West Virginia, and it reads the same in every county in it. Who opens the door is not: 3 of the 6 above will take an ITIN instead of a social security number.
The rules where you are.
None of this is set by a lender. West Virginia sets it, and it applies the same in every county in the state — which is why it is worth knowing before you knock on any of the doors above.
- PROPERTY TAX0.57% effective
What West Virginia charges every year on what the house is worth. No lender sets it and it does not go away when the loan does — it is part of the payment from day one.
- MEDIAN HOME, STATEWIDE$167K
The number an appraisal gets read against. A house well under it is often the loan a big bank does not want — which is exactly what the doors above are for.
- STATE INCOME TAX2.36% – 5.12%
It comes off before a lender works out how much of your income can go to a payment.
- COST OF LIVING87.7
National index, where 100 is the country's average. Under 100 means your money goes further here than it does nationally.
