The rules where you are.
California caps the size of payday loans and the fee a lender can charge, and a lender cannot give you a new payday loan while you still owe on one. That keeps single loans small — but going from one store to another can still trap you in a cycle.
California caps interest on many installment loans from licensed lenders within a middle size range. Loans outside that range, and some products sold as something other than a loan, can cost far more. Read the annual percentage rate before you sign.
The Department of Financial Protection and Innovation licenses consumer lenders and accepts complaints about them.
California's earned income tax credit and young child tax credit are available to qualifying filers who use an ITIN. Filing every year, even on low income, can put real money back in your household and builds the record lenders look for.
