How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Jun 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.

What Is Personal Financing?
Personal financing covers loans and lines of credit that individuals — not businesses — borrow in their own name. In Boone County, this usually means one of four things:
- 01**Personal installment loans**
A fixed amount borrowed and repaid in equal monthly payments over a set term. Common uses include home repairs, medical bills, or bridging income gaps during slow work seasons.
- 02**Personal lines of credit**
A flexible borrowing limit you draw from as needed, then repay. Useful for contractors whose income arrives unevenly.
- 03**Secured personal loans**
Backed by collateral such as a vehicle or savings account, which typically lowers the interest rate.
- 04**Credit-builder loans**
Small loans designed specifically to help borrowers establish or repair a credit history, offered by many local credit unions and CDFIs.
Forget what the banks say.
Boone County sits in the heart of the West Virginia coalfields.
The county's economy has shifted significantly over the past two decades as coal employment declined.
Today, many residents work in healthcare, transportation, small construction and contracting, retail, and home-based trades. Income can be seasonal or irregular, and that matters when you apply for credit.
Typical qualifying factors local lenders look at:
- Credit score — most traditional lenders prefer 620 or above, but CDFIs and credit unions often work with scores in the 500s or with thin credit files.
- Debt-to-income ratio (DTI) — your monthly debt payments compared to your monthly income. Below 43% is a common threshold, but flexible lenders may go higher with compensating factors.
- Employment or income documentation — W-2 workers, self-employed contractors, and gig workers all qualify differently. Consistent bank deposits over 12–24 months can substitute for a pay stub.
- Length of residence — local lenders sometimes weigh community ties positively.
ITIN borrowers: If you do not have a Social Security number but have an Individual Taxpayer Identification Number (ITIN), you can still qualify for personal loans at several local and regional lenders. This is common among immigrants and mixed-status households who live and work in Boone County and surrounding Logan, Lincoln, and Kanawha counties.
Self-employed contractors: Lenders will typically ask for two years of tax returns (Schedule C) and recent bank statements. If you are newly self-employed, a credit-builder product may be the right starting point.

Get your papers in order.
Gathering your paperwork before you apply saves time and avoids surprises. Here is a practical checklist for Boone County borrowers:
Identity
- Government-issued photo ID (driver's license, state ID, or passport)
- Social Security card — OR — ITIN letter from the IRS (Form CP565)
- For ITIN borrowers: some lenders also accept a Matrícula Consular or foreign passport
Proof of income
- W-2 employees: last two pay stubs and most recent W-2
- Self-employed / contractors: last two years of federal tax returns (with Schedule C), and 3–6 months of bank statements
- Benefits recipients: award letters for Social Security, disability, or retirement income
- Gig or cash-based workers: 12–24 months of bank statements showing consistent deposits
Proof of address
- Utility bill, lease agreement, or mortgage statement with your Boone County address
Credit and debt information
- A rough list of current monthly obligations (car payments, rent, other loans) — lenders will pull your credit report, but knowing your numbers going in helps
Optional but helpful
- A letter of explanation if you have past delinquencies, medical debt, or gaps in employment — local lenders, especially credit unions and CDFIs, often appreciate context

The doors worth knowing.
This is the most important section. Boone County is a rural county — Madison is the county seat — and not every lender with a website actually serves here.

Don't fall into these traps.
Boone County residents, like many people in rural Appalachia, are sometimes targeted by high-cost or deceptive financial products. Here is what to watch for — calmly and without alarm, just awareness.
High-cost online installment lenders
Some online lenders advertise easy approval and same-day funding, but charge APRs between 100% and 400%. These are legal in many states but harmful everywhere. WV's rate caps limit most of this activity for in-state licensed lenders, but lenders claiming tribal immunity or operating offshore may try to avoid WV law. If the APR is not clearly disclosed, or if it is above 36%, look elsewhere.
Rent-to-own stores
These are common in rural WV. They allow you to take home appliances or electronics with weekly payments — but the effective APR on these arrangements often exceeds 200%. If you need a household item, a small personal loan from a credit union is almost always cheaper.
Loan flipping
Some lenders encourage you to refinance a loan before it is paid off, adding fees each time. Over time, you pay far more than the original amount. Legitimate lenders do not pressure you to refinance.
Upfront fee scams
No legitimate lender asks you to pay a fee before you receive your loan. If someone asks for a wire transfer, gift card, or prepaid debit card to "unlock" your loan funds, stop — it is a scam.
Urgency pressure
A trustworthy lender gives you time to read the contract, compare options, and ask questions. Any lender who says the offer expires today, or that you must sign immediately, is not operating in your interest.
Credit insurance add-ons
Some lenders add optional credit life or disability insurance to loans without clearly explaining the cost. These add-ons are almost always overpriced and rarely necessary. You can decline them.
The rules where you are.
West Virginia has its own consumer lending laws that protect borrowers. Knowing a few basics helps you spot when something is off.
Interest rate caps:
West Virginia caps consumer loan interest rates under the West Virginia Consumer Credit and Protection Act (WVCCPA). For most personal installment loans, the maximum rate is 18% APR for loans above $2,000 and higher caps apply for smaller loans — but these caps still limit how much lenders can charge. Any lender advertising rates well above 18% on a standard personal loan should be treated with caution.
Payday lending:
West Virginia is one of the few states that effectively prohibits traditional payday loans. Three-digit APR payday lenders cannot legally operate storefronts in the state. If you see an ad for a payday-style loan — even online — targeted at WV residents, it may be operating outside state law.
Prepayment:
Under the WVCCPA, most consumer borrowers in WV have the right to prepay a loan in full at any time without a prepayment penalty. Confirm this in writing before you sign.
Right to a plain-language disclosure:
Lenders must provide clear disclosures of the total amount financed, the APR, and all fees before you are bound to a contract. Do not sign until you have seen these numbers in writing.
State resources:
— (800) 368-8808 — handles complaints about unfair lending practices.
— regulates state-chartered banks and lenders. You can verify whether a lender is licensed in WV at wvdfi.wv.gov.
The short version.
- 01
If you live or work in Boone County, West Virginia, and need a personal loan, here is the short version:
- 02
Start local. Your best options are credit unions like WV United Federal Credit Union, community banks like City National Bank or Miners & Merchants Bank, and CDFIs like Fahe. These institutions know the local economy, often work with imperfect credit, and are bound by West Virginia consumer protection laws.
- 03
ITIN holders are welcome. You do not need a Social Security number to start building credit. Tools like lending circles through Mission Asset Fund, credit-builder loans through local credit unions, or ITIN-accepting online credit builders can get you started.
- 04
Know WV law. West Virginia bans payday loans and caps interest rates on most personal loans. If a lender's rate seems extremely high, it may not even be legal. Check with the WV Attorney General's office or the WV Division of Financial Institutions.
