That is not a gap in this page, and it is not unusual: 29 of West Virginia's 55 counties hold a door in this lane, and Pendleton County is not one of them. What does serve it is below, by name and by town.
The doors in Pendleton County.
The CDFIs, credit unions, and microlenders that actually say yes — county by county, in two languages. We are not a lender. Nobody paid to be listed. And where a county has no good doors, we say so.

How to read this list.
We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.
A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.
Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Mar 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.
Pendleton County is rural Appalachia, and big banks don't understand what you're building here. You need lenders who know the land, the people, and why your small business or rental property matters. This guide points you to local CDFIs, SBA district offices, and credit unions that actually answer the phone in your county—and to the traps that will cost you money.
It's a relationship, not a rejection.
Banks told you no. That stung.
But a 'no' from a regional bank isn't a law—it's just one place's policy.
In Pendleton County, the lenders who move are CDFIs (community development financial institutions), credit unions, and SBA microlenders. They look at your character, your tie to the community, and your realistic plan. They say yes when traditional banks say no because they know the county and the people in it. A rejection is information, not a verdict.

Forget what the big banks say.
Big banks use automated scoring. They see 'Pendleton County' and rural property and they stop reading. They don't see the seasonal income patterns of local contractors, the real value of land in a tight market, or the relationships you've built over decades.
Local lenders and CDFIs do this work by hand.
They call your references. They drive out to see your property. They understand that your credit took a hit because of a medical bill or a slow winter—not because you're unreliable. Start there, not at the branch.

Three things you can't skip.
- 01Know exactly how much you need and what it's for.
A vague ask gets a no. 'I need $15,000 to finish the kitchen remodel and rent the unit by April' is a yes.
- 02Get your last two years of tax returns and bank statements ready.
Even small lenders need to see cash flow.
- 03Write down your plan in plain language
One page, no jargon. Where is the money going? How will it make money or save you money? When will you pay it back? Lenders read thousands of pitches. Yours needs to be clear.

Based in Dunbar, West Virginia. An SBA microloan intermediary — a nonprofit that lends federal microloan money directly, in the sizes a bank does not bother with.
BEST FORWorking capital, equipment and payroll for a small business.Based in Abingdon, Virginia. Treasury-certified as a CDFI, which is a mandate rather than a courtesy: reaching borrowers the mainstream market passes over is the job. It lends SBA microloan money.
BEST FORWorking capital, equipment and payroll for a small business, and community lending where a bank has already said no.Based in Washington, Pennsylvania. Approved by the SBA to place microloans, which are deliberately small — the size a real first job or a first truck actually costs.
BEST FORWorking capital, equipment and payroll for a small business.Based in San Jose, California. Nonprofit small-business lender. Accepts ITIN in place of SSN. Serves most states, in English and Spanish. A national nonprofit lender that works across state lines, so where you live is not what decides whether you get an answer. It will open an application with an ITIN instead of a social security number.

Don't fall into these traps.
Read every number on every page. Lenders are required to show you fees, interest rates, and terms in writing. If a fee isn't in the document, it won't surprise you later. Ask about prepayment penalties—some loans charge you for paying early. Reject any lender who wants payment before you sign; that's a scam. If someone offers you a loan over the phone in exchange for a 'deposit' or 'processing fee,' hang up. Real lenders in Pendleton County know you can walk to another door. They don't push. Be skeptical of online-only lenders who don't have a local presence and can't explain their terms in a phone call. Keep copies of everything.
An online lender offers cash in 24 hours at an APR of 300%+ disguised as a 'short-term business loan'; you end up paying back triple what you borrowed.
You sign a loan with low monthly payments, but a large lump sum (balloon) is due at the end; you can't refinance and lose the collateral.
A broker charges you an 'application fee' or 'processing fee' upfront, then disappears or sends you to a lender who rejects you; you never see that fee again.
Everything below is set by West Virginia, and it reads the same in every county in it. Who opens the door is not: 3 of the 6 above will take an ITIN instead of a social security number.
The rules where you are.
None of this is set by a lender. West Virginia sets it, and it applies the same in every county in the state — which is why it is worth knowing before you knock on any of the doors above.
- BUSINESS TAX6.5%
What West Virginia charges on top of federal. It is the first thing a lender reconciles when your numbers do not match your tax return.
- CORPORATE INCOME TAX6.5%
It depends on how the business is registered. A sole proprietor almost never pays it — worth knowing which side of that line you are on before you apply.
- SALES TAX6.0% state · 0.55% avg local
What you collect on a job, and what your materials cost. It is the gap between a bid that holds and one that does not.
- WHERE THE MONEY IS HERECoal & Energy · Chemicals & Manufacturing · Tourism & Outdoor
West Virginia's three biggest sectors. A local lender reads your file against them — a trade that serves these is a trade they already understand.
