No agenda

We do not ask for your name, your email, or your number. Nothing on this page changes based on who you are.

Based here vs. serves here

A door is headquartered here when its head office sits inside the county line. The rest are based elsewhere and keep a branch you can walk into. We list both, and we label which is which.

Where this comes from

Every institution on this page comes from public federal data — the CDFI Fund certified list (Aug 2026), NCUA credit union data (Mar 2026), and the SBA microloan intermediary list (Sep 2026) — plus a short national tier we verified by hand. We refresh each list as its agency publishes. No listing is paid.

THE GUIDE

Pendleton County is rural, and that means big banks won't move fast for you—or at all. You need local intermediaries: credit unions, community development finance institutions, and SBA district offices that know your county's economy. This guide shows you where the real doors are, and what traps to avoid.

It's a relationship, not a transaction.

In Pendleton County, financing works differently than it does in Charleston or Morgantown. A bank loan officer in a big city doesn't know your property, your business, or your reputation.

Local lenders—credit unions, CDFIs, SBA-backed microlenders—do.

They care about whether you show up, keep your word, and have skin in the game. When you walk into a local credit union or sit down with a CDFI loan officer, you're building a relationship that can last through hard times. That matters more than a credit score here. Treat it that way.

Personal Financing · PENDLETON COUNTY

Forget what the big banks say.

You may have been told 'no' by a regional bank. They have cookie-cutter rules: minimum loan size, minimum credit score, minimum collateral. Those rules don't fit Pendleton County. A big bank's algorithm doesn't understand your contractor network, your local real-estate pocket, or your family history here. Local credit unions and CDFIs use judgment. They look at character, cash flow history, and what you're actually trying to build.

If a bank said no, that's not your final answer—it's just their answer.

Keep looking locally.

THE LAND AROUND ITWest Virginia, at last light.

Three things you can't skip.

  1. 01Document your income

Whatever form it takes. If you're a contractor, gather invoices, bank deposits, and tax returns for at least two years. If you're self-employed, keep a simple ledger. Lenders want to see patterns, not excuses.

  2. 02Know your credit report

You can pull it free at annualcreditreport.com. If there are errors or old collection accounts, dispute them or talk to a lender about context—a CDFI will listen.

  3. 03Figure out exactly what you're borrowing for and how you'll repay it.

'I need money' won't work. 'I need $8,000 to buy tools and hire one part-time worker, which will bring in $2,000 a month extra' will. Be specific.

WHAT TO AVOID

Don't fall into these traps.

Payday lenders, title lenders, and online 'direct lenders' that charge 300% interest are waiting. They prey on speed and desperation. You can find real money in two to four weeks through a credit union or CDFI. A payday loan costs you $15 per $100 borrowed—that's $1,500 on a $10,000 loan, just in fees, before interest. Avoid it. Broker fees are another trap: someone calls and promises a loan for a $500–$2,000 upfront fee. Real lenders take their fee from the loan or deduct it from what you receive—they don't ask for cash first. Finally, don't co-sign for anyone unless you're ready to pay the full debt yourself. It sounds like you're helping; it often means you're liable.

PAYDAY RELABELED

Online 'lenders' charging 300%+ APR, hiding behind names that sound legitimate—they're all payday loans dressed up.

UPFRONT BROKER FEES

Anyone asking for hundreds of dollars before you get the loan is stealing; real lenders deduct fees from the amount you receive.

COSIGNER TRAP

Signing as a cosigner makes you fully liable for the debt if the borrower stops paying—use it only for family you trust completely.

6 DOORS ABOVE3 TAKE AN ITIN

Everything below is set by West Virginia, and it reads the same in every county in it. Who opens the door is not: 3 of the 6 above will take an ITIN instead of a social security number.

The rules where you are.

None of this is set by a lender. West Virginia sets it, and it applies the same in every county in the state — which is why it is worth knowing before you knock on any of the doors above.

  • STATE INCOME TAX2.36% – 5.12%

What the state takes off what you earn, before anyone works out what payment you can carry.

  • SALES TAX6.0% state · 0.55% avg local

What you pay on top of every purchase. On a small loan for a repair or a tool, this is a real part of the total.

  • MEDIAN HOUSEHOLD INCOME$54K

Half the households in the state earn less than this. A lot of the programs above use that number to decide who qualifies.

  • COST OF LIVING87.7

National index, where 100 is the country's average. Under 100 means your money goes further here.
